Safety Assessment

Safety assessment, also known as risk assessment or hazard assessment abroad, taking the safety of engineering and system as its objective, applies the principle and methodology of safety system engineering to identify and analyze those hazards and harmful factors existing in engineering and system, and make judgment on possibilities and severity of accidents and occupational hazard happen to engineering and system, thus to provide a scientific basis for making precautionary measures and management decision, and propose reasonable and viable safety countermeasures to guide the monitoring of risk source and accident prevention, and ultimately achieve minimum accident rate, the least damage and optimal safe investment efficiency as well.

No matter from the point of the mandatory requirements of China, or the realization of continuous development of the enterprise itself, implement ation of safety assessment is needed and necessary.
 
From the point of the mandatory requirements of China, Article 25 of Production Safety Law of the People's Republic of China implemented since Nov.1st, 2002 regulates that “Safety conditions argumentations and safety appraisals shall be made according to the relevant provisions of the state to the mining construction projects and the construction projects for the production and storage of hazardous substances respectively”. Article 2 of Production Safety License Regulations further regulates that the state implements the system of work safety licensing to mining enterprises, construction enterprises, and dangerous chemicals, fireworks, civil blasting equipment manufacturing enterprises (hereinafter generally referred to as the enterprises). The enterprises without work safety licenses are not allowed to undertake production activities.
 
From the point of realizing the continuous development of enterprises, safety assessment can effectively reduce accidents and occupational hazardous, thereby makes enterprises achieve the best safety effect with the least investment, at the same time, can improve various safety standards and reliability data accumulation and safety technical personnel’s business level, thus realize systematization of safety management.
