Around agricultural modernization, rural revitalization, and the construction of a modern industrial system, 169 new national standards related to agriculture and rural areas have been released; a series of national standards such as the "General Rules for Anti-Food Waste Management in the Catering Industry" have been published; 241 national standards have been formulated in key consumer goods fields such as infant products, household appliances, and cosmetics... Recently, the State Administration for Market Regulation (National Standardization Administration) released the "Annual Report on China's Standardization Development (2023)", highlighting the remarkable achievements of China's standardization work.

Standards are the technical support for economic activities and social development. In the "Action Plan to Promote Large-scale Equipment Renewal and Consumer Goods Trade-in" recently issued by the State Council, the standard enhancement action plays a fundamental and leading role. From expanding domestic demand to building a modern industrial system, from accelerating the promotion of a unified national market to establishing a higher-level open economic system, there is an urgent need to strengthen quality support and standard guidance. Only by benchmarking international advanced levels in areas such as carbon reduction, environmental protection, safety, and recycling, and accelerating the formulation and revision of relevant standards based on industrial development realities, can we promote more products and equipment to develop towards high-end, intelligent, and green directions.

In the short term, standards determine quality; the quality corresponds to the standards. Whether it is home appliances, furniture, automobiles, or electronics, improvements in standards related to safety, health, performance, and environmental protection can more effectively cultivate and guide consumer consumption concepts, allowing more advanced, convenient, and higher-quality products to enter thousands of households. For example, in smart homes, the lack of relevant standards has led to issues such as inconsistent communication protocols and unstable device operation, affecting consumer experience and industry development. The standard enhancement action will strengthen the supply of standards, solve standard issues related to the upgrading of different devices and products, which not only helps meet market demand for high-quality goods but also provides normative support to break industry monopolies and market restrictions.

From a long-term perspective, standards are important drivers for industry development and product upgrades. Promoting standard upgrades is significant for assisting industrial transformation and promoting high-quality development. For example, promoting the upgrade of standards in agricultural machinery, CNC machine tools, and other fields can facilitate the high-end and intelligent upgrading of equipment and materials; strengthening the development of standards in high-end consumer electronics and green products can meet high-end and green consumption demands; improving standards in catering, housekeeping, tourism, cultural entertainment, fitness, and other fields helps boost confidence in service consumption, and so on. It can be said that strengthening the improvement of product technical standards and playing the role of a "command baton" can urge and guide industry enterprises to actively transform and upgrade, continuously improve product quality, and enhance industry enterprise competitiveness.

The vitality of standards lies in their application and implementation. This year's "Government Work Report" proposed implementing the standard enhancement action, accelerating the construction of a standard system that meets the requirements of high-quality development, promoting continuous improvement in the quality of goods and services, and better meeting the people's needs for a better life. Focusing on production, distribution, circulation, consumption, and other links, accelerating the improvement of energy consumption, emission, and technical standards, strengthening the enhancement of product technical standards, increasing the supply of resource recycling standards, and strengthening the connection between domestic and international standards in key areas will surely promote standardization work to play a greater role in facilitating trade and economic exchanges, supporting industrial development, promoting scientific and technological progress, and regulating social governance, providing strong traction and powerful guarantees for industry development and product upgrades.

In the future, the tiered system for high-quality SMEs will encompass technology- and innovation-driven SMEs, specialized, refined, distinctive, and innovative SMEs, and "Little Giant" enterprises that are specialized, refined, distinctive, and innovative. The "Measures" will take effect from April 1, 2026.


Five departments jointly issued the "Guiding Opinions on Carrying Out the Construction of Zero-Carbon Factories."

Recently, five departments—the Ministry of Industry and Information Technology, the National Development and Reform Commission, the Ministry of Ecology and Environment, the State-owned Assets Supervision and Administration Commission of the State Council, and the National Energy Administration—jointly issued the "Guiding Opinions on Promoting the Construction of Zero-Carbon Factories" (MIIT Joint [2026] No. 13, hereinafter referred to as the "Guiding Opinions"). These opinions aim to tap deeply into the potential for energy conservation and carbon reduction in the industrial and information technology sectors, drive carbon reduction and efficiency improvements in key industries, promote a green and low-carbon transformation, and foster the development of new-quality productive forces.
