On August 31, 2025, the National Certification and Accreditation Administration issued the “Rules for Quality Management System Certification” (CNCA-QMS-01:2025, hereinafter referred to as the “New Rules”), which have been fully implemented since January 1, 2026. Centered on the core objectives of “strengthening principal responsibility and enhancing the effectiveness of certification,” the New Rules set forth clearer and stricter requirements regarding the operation of quality management systems, audit procedures, and certificate management. In particular, they significantly reinforce the duties and responsibilities of top management in the operation and auditing processes of the system. The implementation of these rules imposes stringent requirements on quality management system certification. Organizations applying for certification, certified organizations, certification bodies, auditors, and managers that fail to meet these requirements will face substantial business and professional risks. Joint Zhiye advocates the guiding principle of “strict prevention and absolute certainty,” and also urges all parties involved in the certification process to cultivate a strong sense of principal responsibility, risk awareness, and compliance capability.
