Building on the standards set for green factories, it requires achieving maximum possible reductions in carbon emissions through technological innovation and management optimization, ultimately attaining net-zero emissions via carbon offsetting, with levels differentiated according to the proportion of carbon offsets achieved. This orientation not only helps fulfill the “dual-carbon” commitments but, more importantly, optimizes energy consumption by controlling carbon emissions and safeguards national energy security. The overarching policy theme will remain stable and consistent through 2060.
