Recently, five departments—including the Ministry of Industry and Information Technology and the National Development and Reform Commission—jointly issued the "Guiding Opinions on Promoting the Construction of Zero-Carbon Factories" (MIIT Joint [2026] No. 13), marking a new stage in the development of zero-carbon factories: moving from an exploratory phase led by group standards to a standardized advancement driven by national policies. Building on the mature, one-stop service model already proven in the construction of “Beautiful Factories,” the United Intelligence Research Institute proposes taking green and low-carbon integration as the core driver, aligning closely with policy orientations and upgrading product systems, thereby precisely empowering clients to seize the initiative in the zero-carbon transition and ushering in a new milestone in business development.

The policy clearly outlines a phased, tiered approach to fostering zero-carbon factories based on the varying degrees of decarbonization difficulty across different industries—distinct from the administrative-level cultivation model for green factories at the city, provincial, and national levels. In 2026, benchmark enterprises will be selected for demonstration purposes; in 2027, the initiative will be expanded to key sectors such as automobiles, lithium batteries, and photovoltaics; and by 2030, it will cover traditional high-energy-consuming industries like steel and petrochemicals.

From a business logic perspective, a green factory—serving as the basic threshold—can only define a company’s attribute as “non-high-energy-consumption and non-high-pollution”; it cannot fundamentally address the issue of carbon reduction. A zero-carbon factory, by contrast, represents an advanced upgrade. Building on the standards set for green factories, it requires achieving maximum possible reductions in carbon emissions through technological innovation and management optimization, ultimately attaining net-zero emissions via carbon offsetting, with levels differentiated according to the proportion of carbon offsets achieved. This orientation not only helps fulfill the “dual-carbon” commitments but, more importantly, optimizes energy consumption by controlling carbon emissions and safeguards national energy security. The overarching policy theme will remain stable and consistent through 2060.

Based on the strategic plan proposed by the headquarters, United Zhiye will take product system upgrades as the key driver to build a “zero-carbon factory series + carbon-related products” portfolio. The “integrated, comprehensive service” model features three-tiered business layers, building end-to-end service capabilities: The original integrated approach to corporate low-carbon development has been upgraded to an integrated approach for corporate zero-carbon development, a milestone event in itself. While the zero-carbon factory business focuses on deepening engagement in the manufacturing sector, the integrated approach to corporate zero-carbon development transcends industry boundaries, extending its reach to the service sector and thus covering a broader scope of services.

Recently, the Ministry of Industry and Information Technology issued the latest revised "Administrative Measures for the Tiered Cultivation of High-Quality Small and Medium-Sized Enterprises" (hereinafter referred to as the "Measures"), which have expanded the scope of cultivation by including technology-based SMEs in the tiered cultivation system for the first time. In the future, the tiered system for high-quality SMEs will encompass technology- and innovation-driven SMEs, specialized, refined, distinctive, and innovative SMEs, and "Little Giant" enterprises that are specialized, refined, distinctive, and innovative. The "Measures" will take effect from April 1, 2026.
