To implement the "Small and Micro Enterprise Quality Management System Certification Improvement Action" by the Gansu Provincial Market Supervision Administration, and to promote the high-quality development of small and micro enterprises through quality certification methods, a joint effort with Zhiyie Certification Company has been carried out extensively across Gansu Province to advance the quality management system certification improvement for small and micro enterprises. This action adheres to problem-oriented and goal-oriented principles, focusing on key points, demonstration, and coverage, continuously improving the working mechanism, expanding industry scope, implementing precise support measures, and playing a leading demonstration role.

In December 2023, the Zhiyie expert team conducted research and training for small and micro enterprises at Lanzhou New Area Zhenshuo Supply Chain Management Co., Ltd. and Lanzhou New Area Qindong Jiawo Agricultural Products Co., Ltd. The leaders of the Lanzhou New Area Market Management Bureau attached great importance and accompanied the experts on site visits to the two enterprises.

On January 4, 2024, Zhiyie conducted on-site research for six small and micro enterprises including Longnan Tianyuan Olive Technology Development Co., Ltd. and Longnan Xiyan Agricultural Products Development Co., Ltd. During the visits, relevant leaders from the Longnan Market Supervision Administration accompanied the experts to each enterprise, showing great attention and support for our work.

On January 8, 2024, during the on-site research of six small and micro enterprises including Pingliang Jingning Pubing Fruit Trade Co., Ltd. and Zhuanglang Yingyuan Heng Fruit Co., Ltd., leaders from the Jingning County, Zhuanglang County, and Jingchuan City Market Supervision Bureaus accompanied our institution's experts to visit each enterprise.

On January 10, 2024, the Zhiyie expert team conducted on-site research at five enterprises in Qingyang area, including Gansu Zhengde Smart Agriculture Development Co., Ltd., Gansu Juli Ecological Agriculture Technology Co., Ltd., and Huan County Huanong Fruit Farmers Professional Cooperative. The Qingyang Market Supervision Administration provided strong support.

On March 20, 2024, Zhu Jun, General Manager of Zhiyie's Lanzhou subsidiary, conducted an online quality management system promotion training for small and micro enterprises and provided on-site Q&A.

During the above enterprise research and training, the Zhiyie expert team not only understood the industries and products of the small and micro enterprises, their core needs, and the current operation status of their quality management systems, but also conveyed the guiding principles of the national administration and Gansu Provincial Market Management Bureau regarding the small and micro enterprise improvement action to each enterprise. They explained the relevant situation of the quality improvement activities for small and micro enterprises, popularized quality certification knowledge, and disseminated advanced quality management methods. Moreover, they accurately assessed the situation and development trends faced by small and micro enterprises, comprehensively analyzed the difficulties and problems encountered, and based on the actual needs of the enterprises, implemented precise support measures tailored to each enterprise. They carefully cultivated and guided small and micro enterprises to strengthen management system construction, build quality benchmark enterprises, and help improve enterprise quality brands, enabling the quality certification improvement action for small and micro enterprises to benefit more enterprises!

Recently, the Ministry of Industry and Information Technology issued the latest revised "Administrative Measures for the Tiered Cultivation of High-Quality Small and Medium-Sized Enterprises" (hereinafter referred to as the "Measures"), which have expanded the scope of cultivation by including technology-based SMEs in the tiered cultivation system for the first time. In the future, the tiered system for high-quality SMEs will encompass technology- and innovation-driven SMEs, specialized, refined, distinctive, and innovative SMEs, and "Little Giant" enterprises that are specialized, refined, distinctive, and innovative. The "Measures" will take effect from April 1, 2026.

Five departments jointly issued the "Guiding Opinions on Carrying Out the Construction of Zero-Carbon Factories."

Recently, five departments—the Ministry of Industry and Information Technology, the National Development and Reform Commission, the Ministry of Ecology and Environment, the State-owned Assets Supervision and Administration Commission of the State Council, and the National Energy Administration—jointly issued the "Guiding Opinions on Promoting the Construction of Zero-Carbon Factories" (MIIT Joint [2026] No. 13, hereinafter referred to as the "Guiding Opinions"). These opinions aim to tap deeply into the potential for energy conservation and carbon reduction in the industrial and information technology sectors, drive carbon reduction and efficiency improvements in key industries, promote a green and low-carbon transformation, and foster the development of new-quality productive forces.
