The Office of the State Council Work Safety Committee issued a notice to deploy the effective study and application of major accident hazard determination standards.


To deeply advance the three-year action for fundamental safety production governance, further improve the quality of risk hazard investigation and rectification, and continuously promote the dynamic clearance of major accident hazards, recently, the Office of the State Council Safety Committee issued the "Notice on Learning and Using the Major Accident Hazard Determination Standards Well," requiring all regions and relevant departments to fully recognize the importance of the major accident hazard determination standards, effectively enhance the initiative and consciousness in learning and applying them, and with a stronger sense of responsibility, investigate and rectify major accident hazards to resolutely prevent and curb major and particularly serious accidents.

 

The "Notice" pointed out that recently, the Office of the State Council Safety Committee summarized the problems and hazards found during the first quarter's safety production inspections and surprise visits, discovering that issues such as failure to timely and accurately investigate and rectify major accident hazards remain prominent. It exposed that some enterprise main responsible persons, safety production management personnel, and employees have insufficient learning and mastery of the major accident hazard determination standards and inadequate self-inspection; some safety production socialized service agencies and personnel have inaccurate on-site evaluations and insufficient identification, failing to detect long-existing major accident hazards; some regulatory departments and law enforcement personnel have not taken the major accident hazard determination standards as an important basis for law enforcement inspections, avoiding key issues during on-site inspections; some industry sector competent departments have insufficiently organized learning and guidance on the major accident hazard determination standards and have not promoted them to grassroots levels.

 

The "Notice" requires all regions and relevant departments to urge and guide production and operation units to incorporate learning and using the major accident hazard determination standards well into the accident hazard investigation and management system and their own safety production education and training plans and organize implementation. The situation of major accident hazard investigation and management should be promptly reported to the departments responsible for safety production supervision and management and to the workers' congress or workers' representative congress. Various forms of publicity should be organized, creating a good atmosphere for learning and using the major accident hazard determination standards well through "notification cards," "posters," "pocket books," and other forms. Safety production socialized service agencies should be urged and guided to strengthen learning and training on the major accident hazard determination standards, organizing all professional technical personnel to seriously learn and master them as essential skills for their work. During service provision, safety production socialized service agencies should promptly point out major accident hazards existing in production and operation units, propose targeted rectification measures, and guide the units to implement rectification requirements. If entrusted safety production socialized service agencies fail to detect major accident hazards listed in the determination standards in production and operation units, administrative penalties should be imposed according to relevant regulations.

 

The "Notice" emphasizes that learning and using the major accident hazard determination standards well should be an important means of precise law enforcement and industry management. Safety committees at all levels should organize diverse learning and publicity activities, promote relevant departments and production and operation units to effectively improve the quality of risk hazard investigation and management, unify various inspection standards of production and operation units, safety production socialized service agencies, and relevant departments with the major accident hazard determination standards, and promote joint inspections by relevant departments to optimize the business environment through effective law enforcement inspections. Departments responsible for safety production supervision and management at all levels should create a strong atmosphere of learning and using the major accident hazard determination standards well within law enforcement teams through business training, job drills, technical competitions, case file reviews, and other activities, promote the improvement of law enforcement personnel's precise law enforcement capabilities, conduct administrative law enforcement or supervision inspections according to the major accident hazard determination standards, urge production and operation units to master the standards, and take relevant measures and impose administrative penalties according to law if major accident hazards have not been eliminated. Industry sector competent departments at all levels should organize relevant business staff to deeply study the major accident hazard determination standards in their respective fields and continuously strengthen safety production supervision, management, guidance, and assistance for related production and operation units.

 

The "Notice" requires that relevant member units of the State Council Safety Committee should, based on the actual situation of their industry sectors, specifically formulate and revise supporting documents such as interpretations of the major accident hazard determination standards and inspection guideline manuals, organize publicity and interpretation activities, standardize accident hazard investigation workflows, and improve investigation and management quality. The major accident hazard determination standards should be incorporated into safety production training outlines, assessment standards, and exam question banks for personnel organized and implemented by their departments.

 

It is understood that relevant member units of the State Council Safety Committee, through in-depth analysis of major and particularly serious production safety accidents, have summarized key factors such as "unsafe human behaviors," "unsafe conditions of objects," and "safety management defects" that easily lead to mass casualties. They have formulated and revised 51 major accident hazard determination standards or key inspection items across industry sectors to better guide production and operation units in self-inspection and self-correction of major accident hazards, guide relevant departments in supervision, inspection, and law enforcement, providing strong support for preventing and curbing major and particularly serious accidents.
