Notice on the Comprehensive Launch of the Green Building Materials Going to the Countryside Campaign

In order to thoroughly implement the decisions and deployments of the 20th National Congress of the Communist Party of China on building a modern industrial system, promoting new industrialization and rural revitalization, fully implement the "Implementation Plan for the High-Quality Development of the Green Building Materials Industry," accelerate the production, certification, and promotion of green building materials, promote the high-quality development of the green building materials industry, and support green development in urban and rural construction and beautiful countryside construction, the Ministry of Industry and Information Technology, Ministry of Housing and Urban-Rural Development, Ministry of Agriculture and Rural Affairs, Ministry of Commerce, State Administration for Market Regulation, and National Radio and Television Administration have decided to deeply carry out the green building materials going to the countryside campaign nationwide based on the pilot work in 2022 and 2023. The relevant matters are hereby notified as follows:

&(7) Pilot areas approved in 2022 and 2023 should play a leading role and continue to carry out the green building materials going to the countryside activities well. Provincial industrial and information technology competent departments in activity areas should formulate activity plans, detail measures, assign responsibilities, and ensure implementation. Based on the activity progress, relevant materials should be submitted to the Ministry of Industry and Information Technology by the end of December each year. The six departments will select a batch of activities with good implementation effects and strong driving roles to increase publicity and promotion efforts.
Relevant departments should perform their duties, strengthen cooperation, and form a policy synergy. The industrial and information technology competent departments should deeply carry out the "Three Products" action in the building materials industry, promote a rich variety of green building materials products, improve product quality, and expand brand influence. The housing and urban-rural development competent departments should promote the application of green building materials in conjunction with modern livable rural housing construction and rural housing energy-saving renovation. The agriculture and rural affairs competent departments should strengthen the overall coordination of green building materials going to the countryside activities with rural infrastructure construction and promote the application of green building materials in government investments. The commerce competent departments should support localities in including activity products in consumption promotion policies, encourage e-commerce platforms and offline home building materials markets to set up special zones, increase promotion efforts, and drive green consumption. The market supervision departments should urge relevant certification bodies to carry out green building materials product certification activities in accordance with laws and regulations, and strictly investigate and deal with certification violations. The radio and television competent departments should encourage national radio and television media and online audio-visual platforms to popularize green building materials knowledge through news reports, special programs, short videos, etc., strengthen the cultivation and guidance of green consumption concepts, and create a good public opinion atmosphere for the promotion and application of green building materials.

Recently, the Ministry of Industry and Information Technology issued the latest revised "Administrative Measures for the Tiered Cultivation of High-Quality Small and Medium-Sized Enterprises" (hereinafter referred to as the "Measures"), which have expanded the scope of cultivation by including technology-based SMEs in the tiered cultivation system for the first time. In the future, the tiered system for high-quality SMEs will encompass technology- and innovation-driven SMEs, specialized, refined, distinctive, and innovative SMEs, and "Little Giant" enterprises that are specialized, refined, distinctive, and innovative. The "Measures" will take effect from April 1, 2026.
Recently, five departments—the Ministry of Industry and Information Technology, the National Development and Reform Commission, the Ministry of Ecology and Environment, the State-owned Assets Supervision and Administration Commission of the State Council, and the National Energy Administration—jointly issued the "Guiding Opinions on Promoting the Construction of Zero-Carbon Factories" (MIIT Joint [2026] No. 13, hereinafter referred to as the "Guiding Opinions"). These opinions aim to tap deeply into the potential for energy conservation and carbon reduction in the industrial and information technology sectors, drive carbon reduction and efficiency improvements in key industries, promote a green and low-carbon transformation, and foster the development of new-quality productive forces.
This standardization effort will provide an in-depth interpretation of the new version of the rules and systematically analyze the significant changes and implementation requirements of the new rules in areas such as audit procedures, responsibilities of top management, evidence management, and risk control.
