Notice on the Comprehensive Launch of the Green Building Materials Going to the Countryside Campaign

To the competent departments of industry and information technology, housing and urban-rural development, agriculture and rural affairs, commerce, market supervision, and radio and television in all provinces, autonomous regions, municipalities directly under the Central Government, cities specifically designated in the state plan, and the Xinjiang Production and Construction Corps, and all relevant units:

       In order to thoroughly implement the decisions and deployments of the 20th National Congress of the Communist Party of China on building a modern industrial system, promoting new industrialization and rural revitalization, fully implement the "Implementation Plan for the High-Quality Development of the Green Building Materials Industry," accelerate the production, certification, and promotion of green building materials, promote the high-quality development of the green building materials industry, and support green development in urban and rural construction and beautiful countryside construction, the Ministry of Industry and Information Technology, Ministry of Housing and Urban-Rural Development, Ministry of Agriculture and Rural Affairs, Ministry of Commerce, State Administration for Market Regulation, and National Radio and Television Administration have decided to deeply carry out the green building materials going to the countryside campaign nationwide based on the pilot work in 2022 and 2023. The relevant matters are hereby notified as follows:

3. Activity Content
    &(1) Vigorously promote the high-quality development of the green building materials industry. Thoroughly implement the "Implementation Plan for the High-Quality Development of the Green Building Materials Industry," select counties, towns, etc., with a foundation in the building materials industry and geographical advantages, leverage the leading role of "chain leader" enterprises, promote coordinated development among upstream and downstream, large, medium, and small enterprises in the green building materials industry chain, drive high-quality development of the entire industry chain including production, certification, circulation, application, and services of green building materials, and cultivate characteristic industrial clusters. Promote green transformation in key areas and accelerate the application of advanced and applicable technologies and products listed in the "Catalogue of Technologies and Products Encouraged for Promotion and Application in the Building Materials Industry (2023 Edition)" in the green building materials industry.
    &(2) Continuously expand the range of products participating in the going to the countryside activities. Products participating in the activities should, in principle, be those certified as green building materials. The specific list of certified products and enterprise directories will be released by the Green Building Materials Product Certification Technical Committee. Localities may formulate local lists and directories based on actual conditions. For products not certified as green building materials, product technical requirements should be clarified to ensure compliance, and relevant product lists and enterprise directories should be regularly published for selection by participants in the activities.
    &(3) Encourage and promote innovation and development of new business formats and models in green building materials consumption. Establish multi-level and multi-angle green consumption promotion mechanisms, study including green building materials products in policies such as trade-in for new consumer goods. Support enterprises in production, architectural design, decoration, and renovation to jointly provide consumers with menu-style and customized application solutions for green building materials, and explore new integrated service models for decoration and renovation. Support organizing touring exhibitions, promotions, and introductions through home specialty stores, home building materials markets, home decoration enterprises, design companies, online platforms, etc., promote innovative scenarios such as home experience halls and lifestyle halls to communities and rural areas, meeting diverse and personalized consumer needs. Support e-commerce platforms to set up special zones for green building materials products and jointly carry out discount promotions with enterprises participating in the green building materials going to the countryside activities.
    &(4) Explore the transition from "green building materials products" going to the countryside to "green building materials system solution providers + characteristic rural construction service providers" going to the countryside. Adapt to local conditions and use local materials, focusing on key issues urgently needing solutions in rural construction such as building energy conservation and seismic reinforcement, select a batch of economical and practical "small system" solutions, and build demonstration projects for green building materials application. Promote the use of green building materials products in county-level rural construction project libraries, launch economical green building materials products and overall housing solutions tailored to the characteristics of rural buildings in different regions, and cultivate a batch of characteristic rural construction service providers suitable for local rural consumers, supporting modern livable rural housing construction, rural housing energy-saving renovation, and modern agricultural facility construction.
    &(5) Led by the China Building Materials Federation and the Green Building Materials Product Certification Technical Committee, organize relevant units to establish an activity promotion group. The promotion group should establish a liaison and coordination mechanism, assist regions in enriching and expanding activity content, improve the green building materials public platform, strengthen industry self-discipline, facilitate upstream and downstream connections, coordinate and organize active participation of enterprises, and encourage enterprises, e-commerce, and markets to benefit the public. Localities may collaborate with the promotion group to carry out going to the countryside activities based on the actual development of the building materials industry.
    &(6) To further promote the depth and effectiveness of the activities, focusing on regional characteristic industries of green building materials, innovation in consumption models, and coordinated development of upstream and downstream sectors, about five innovative green building materials going to the countryside activities will be selected and promoted each year in 2025 and 2026. Interested regions may submit relevant materials by the end of February in 2025 or 2026 based on the summary of the previous year's activity results, which will be reviewed and recommended by provincial competent departments to the Ministry of Industry and Information Technology. The Ministry will organize demonstrations with relevant departments to study and determine innovative green building materials going to the countryside activities.

    &(7) Pilot areas approved in 2022 and 2023 should play a leading role and continue to carry out the green building materials going to the countryside activities well. Provincial industrial and information technology competent departments in activity areas should formulate activity plans, detail measures, assign responsibilities, and ensure implementation. Based on the activity progress, relevant materials should be submitted to the Ministry of Industry and Information Technology by the end of December each year. The six departments will select a batch of activities with good implementation effects and strong driving roles to increase publicity and promotion efforts.

 

4. Departmental Responsibilities

     Relevant departments should perform their duties, strengthen cooperation, and form a policy synergy. The industrial and information technology competent departments should deeply carry out the "Three Products" action in the building materials industry, promote a rich variety of green building materials products, improve product quality, and expand brand influence. The housing and urban-rural development competent departments should promote the application of green building materials in conjunction with modern livable rural housing construction and rural housing energy-saving renovation. The agriculture and rural affairs competent departments should strengthen the overall coordination of green building materials going to the countryside activities with rural infrastructure construction and promote the application of green building materials in government investments. The commerce competent departments should support localities in including activity products in consumption promotion policies, encourage e-commerce platforms and offline home building materials markets to set up special zones, increase promotion efforts, and drive green consumption. The market supervision departments should urge relevant certification bodies to carry out green building materials product certification activities in accordance with laws and regulations, and strictly investigate and deal with certification violations. The radio and television competent departments should encourage national radio and television media and online audio-visual platforms to popularize green building materials knowledge through news reports, special programs, short videos, etc., strengthen the cultivation and guidance of green consumption concepts, and create a good public opinion atmosphere for the promotion and application of green building materials.
