June 9, 2024, is the seventeenth "World Accreditation Day," with the international theme "Accreditation: Empowering Tomorrow, Shaping the Future," and the domestic theme: Certification, Accreditation, Inspection and Testing: Innovation, Cooperation, Future.
1. What is World Accreditation Day?
"World Accreditation Day" is a common festival for countries worldwide to promote and publicize certification, accreditation, inspection, and testing work. This festival originates from the joint initiative of the International Accreditation Forum (IAF) and the International Laboratory Accreditation Cooperation (ILAC), aiming to promote the widespread development of certification, accreditation, inspection, and testing globally. As an international joint action, its importance is self-evident, especially in today's globalized context, where certification and accreditation have become important tools to ensure product quality and promote international trade.
With the strong promotion of the government's deep implementation of the quality power strategy, China's annual "World Accreditation Day" theme activities closely align with national development needs. The government, industry, and society widely participate, carrying out a variety of exchanges, seminars, experience sharing, and publicity activities to jointly promote excellent practices in certification, accreditation, inspection, and testing. These activities have received widespread social attention, have significant influence in the international industry, and have become an international event brand with Chinese characteristics.
2. What is Certification and Accreditation?
Certification, accreditation, inspection, and testing are internationally accepted quality management methods and trade facilitation tools. Firstly, the role of certification and accreditation as a market credit tool cannot be ignored. Under market economy conditions, trust is the cornerstone of market operation. Certification and accreditation bodies provide objective, fair, and accurate certification services, offering market entities credit proof, solving the problem of information asymmetry, reducing transaction costs, and promoting smooth market transactions. This helps establish a market trust mechanism, improve market operation efficiency, promote fair competition, guide market selection by survival of the fittest, and foster a healthier and more orderly market environment. Recently, five departments—the Ministry of Industry and Information Technology, the National Development and Reform Commission, the Ministry of Ecology and Environment, the State-owned Assets Supervision and Administration Commission of the State Council, and the National Energy Administration—jointly issued the "Guiding Opinions on Promoting the Construction of Zero-Carbon Factories" (MIIT Joint [2026] No. 13, hereinafter referred to as the "Guiding Opinions"). These opinions aim to tap deeply into the potential for energy conservation and carbon reduction in the industrial and information technology sectors, drive carbon reduction and efficiency improvements in key industries, promote a green and low-carbon transformation, and foster the development of new-quality productive forces.
This standardization effort will provide an in-depth interpretation of the new version of the rules and systematically analyze the significant changes and implementation requirements of the new rules in areas such as audit procedures, responsibilities of top management, evidence management, and risk control.
