The first domestic formulation and release of standards related to "60" factories


On June 6, to actively respond to the national "dual carbon" goals and promote green and low-carbon development in the building materials industry, with strong support from the National Development and Reform Commission, the Ministry of Housing and Urban-Rural Development, and other departments, the "General Evaluation Rules for Six-Zero Factories in the Building Materials Industry" (hereinafter referred to as the "Standard"), proposed and managed by the China Building Materials Federation on behalf of the Ministry of Industry and Information Technology, was officially released.

This is the first time in China that standards related to "Six-Zero" factories have been formulated and released. "Six-Zero" factories refer to factories with zero externally purchased electricity, zero fossil energy, zero primary resources, zero carbon emissions, zero waste discharge, and zero employees. By the end of 2023, the "Six-Zero Green Building Materials Day" event was included in the "Implementation Plan for High-Quality Development of the Green Building Materials Industry" issued by ten departments including the Ministry of Industry and Information Technology.

The "Standard" clarifies the terminology definitions for the "Six-Zero" series factories and proposes general requirements for their evaluation from the aspects of basic requirements, evaluation scope, and evaluation indicators. The release of the "Standard" provides a referable technical standard for the creation and evaluation of "Six-Zero" factories in the building materials industry, and also offers an overall technical framework for formulating evaluation standards or specific requirements for "Six-Zero" factories in various subfields. The release and implementation of this standard will further enrich the green and low-carbon standard system of the building materials industry, guiding enterprises within the industry to understand and create "Six-Zero" factories through the normative role of standards, which is of great significance for promoting the green, low-carbon, safe, and high-quality development of the building materials industry.

"Unlike general product standards or method standards, this 'Standard' is targeted at enterprises. It standardizes the creation and evaluation activities of 'Six-Zero' factories through standardized means and encourages manufacturing enterprises to carry out technological innovation with scientific and reasonable goals, striving to achieve the ultimate goal of green, low-carbon, and intelligent production, thereby deeply realizing green, low-carbon, and clean production in the building materials industry," said Zhou Liwei, Director of the Standards and Quality Department of the China Building Materials Federation. "Next, around the general rules standard, a series of detailed standards will be developed from six aspects."

Recently, the Ministry of Industry and Information Technology issued the latest revised "Administrative Measures for the Tiered Cultivation of High-Quality Small and Medium-Sized Enterprises" (hereinafter referred to as the "Measures"), which have expanded the scope of cultivation by including technology-based SMEs in the tiered cultivation system for the first time. In the future, the tiered system for high-quality SMEs will encompass technology- and innovation-driven SMEs, specialized, refined, distinctive, and innovative SMEs, and "Little Giant" enterprises that are specialized, refined, distinctive, and innovative. The "Measures" will take effect from April 1, 2026.


Five departments jointly issued the "Guiding Opinions on Carrying Out the Construction of Zero-Carbon Factories."

Recently, five departments—the Ministry of Industry and Information Technology, the National Development and Reform Commission, the Ministry of Ecology and Environment, the State-owned Assets Supervision and Administration Commission of the State Council, and the National Energy Administration—jointly issued the "Guiding Opinions on Promoting the Construction of Zero-Carbon Factories" (MIIT Joint [2026] No. 13, hereinafter referred to as the "Guiding Opinions"). These opinions aim to tap deeply into the potential for energy conservation and carbon reduction in the industrial and information technology sectors, drive carbon reduction and efficiency improvements in key industries, promote a green and low-carbon transformation, and foster the development of new-quality productive forces.
