To summarize and promote innovative practices and successful experiences in the regional construction of organic product certification services for strong enterprises, strong chains, and strong counties in quality, the National Certification and Accreditation Administration Commission is conducting a collection of excellent practice cases and a questionnaire survey on "Regional Construction of Organic Product Certification Services for Strong Enterprises, Strong Chains, and Strong Counties." Excellent practice cases can focus on one or more aspects of serving strong enterprises, strong chains, and strong counties; the purpose of the questionnaire is to understand the specific situation, existing problems, and suggestions regarding the management system, certification implementation, industry development, and trade facilitation of regional construction of organic product certification in China.
The submission deadline is July 1, 2024.

Market supervision bureaus (departments, commissions) with certification supervision functions of all provinces, autonomous regions, municipalities directly under the central government, and Xinjiang Production and Construction Corps, all organic product certification bodies, and related enterprises:
To implement the spirit of the National Certification, Accreditation, Inspection, and Testing Work Conference, further explore methods and paths to highlight the value of quality certification, and summarize and promote innovative practices and successful experiences in the regional construction of organic product certification services for strong enterprises, strong chains, and strong counties in quality, we are now conducting a collection of excellent practice cases and a questionnaire survey on "Regional Construction of Organic Product Certification Services for Strong Enterprises, Strong Chains, and Strong Counties" across the entire industry. The relevant matters are hereby notified as follows:
1. Collection Objectives
Collect excellent practice cases of "Regional Construction of Organic Product Certification Services for Strong Enterprises, Strong Chains, and Strong Counties" from provincial market supervision departments, organic product certification bodies, enterprises related to the organic industry chain, county-level governments, and other entities to form replicable and promotable experiences and practices. The excellent practice case materials will be used for promotional activities such as the "National Organic Product Certification Publicity Week." A survey on the implementation status and issues of organic product certification will be conducted to provide references for improving the certification system and promoting the development of the organic industry.
2. Collection Content
(1) Excellent Practice Cases: Can focus on one or more aspects of serving strong enterprises, strong chains, and strong counties. For example, promoting the stability of the organic product industry chain and supply chain, coordinated development of the upstream and downstream organic industry and production, supply, and marketing; serving environmental protection, rural revitalization, ecological value transformation, and innovative regulatory models for regional economic development; promoting enterprises to improve quality and efficiency, reduce costs and burdens, and facilitate trade. Please refer to Attachment 1 for the format.
(2) Questionnaire: Focus on understanding the management system, certification implementation, industry development, and trade facilitation of regional construction of organic product certification in China, existing problems, and suggestions. The questionnaire is in Attachment 2.
3. Submission Requirements
(1) Material Requirements
Each unit should select distinctive, replicable, and promotable excellent practices and innovative measures in the regional construction of organic product certification, highlighting achievements, with detailed and practical data. It is encouraged to attach pictures, videos, and other materials in addition to written materials.
All relevant units (not limited to those submitting excellent practices) are encouraged to actively fill out and provide feedback on the questionnaire.
Please fill in the excellent practice cases (stamped scanned PDF and Word versions, etc.) and the questionnaire (stamped scanned PDF and Word versions) according to the relevant attachment requirements. All materials must ensure authenticity and must not be fabricated or plagiarized.
(2) Submission Method
This event is entrusted to the Certification and Accreditation Technology Research Center of the State Administration for Market Regulation (hereinafter referred to as the "Research Center") to undertake related organizational work. Please send the relevant materials to the email ccai_organic@163.com before July 1, 2024, with the email subject indicating "2024 Organic Collection (**Unit)".

In the future, the tiered system for high-quality SMEs will encompass technology- and innovation-driven SMEs, specialized, refined, distinctive, and innovative SMEs, and "Little Giant" enterprises that are specialized, refined, distinctive, and innovative. The "Measures" will take effect from April 1, 2026.
Recently, five departments—the Ministry of Industry and Information Technology, the National Development and Reform Commission, the Ministry of Ecology and Environment, the State-owned Assets Supervision and Administration Commission of the State Council, and the National Energy Administration—jointly issued the "Guiding Opinions on Promoting the Construction of Zero-Carbon Factories" (MIIT Joint [2026] No. 13, hereinafter referred to as the "Guiding Opinions"). These opinions aim to tap deeply into the potential for energy conservation and carbon reduction in the industrial and information technology sectors, drive carbon reduction and efficiency improvements in key industries, promote a green and low-carbon transformation, and foster the development of new-quality productive forces.
This standardization effort will provide an in-depth interpretation of the new version of the rules and systematically analyze the significant changes and implementation requirements of the new rules in areas such as audit procedures, responsibilities of top management, evidence management, and risk control.
