"Industrial Product Quality and Safety Risk Control List" Released (Includes an Illustrated Guide)


On May 27, the General Office of the State Administration for Market Regulation issued the "Notice on Guiding and Urging Industrial Product Production and Sales Units to Strengthen Risk Control Work" (hereinafter referred to as the "Notice"), focusing on high-risk industrial products related to the safety of people's lives and property. It formulated lists for risk control of product quality and safety for 20 types of industrial products, 30 types of consumer goods, 13 categories of material food-related products, as well as wholesale, retail, and online sales units, guiding and urging production and sales units to precisely prevent and control risks and hidden dangers, and to fulfill the main responsibility for quality and safety.

 

The lists identify key links and critical risk points based on different product characteristics, covering from raw materials, production processes to finished product shipment, from product labeling, production and storage environment to facility and equipment operation, and from raw material procurement to finished product sales. They establish key risk points and risk control measures throughout the entire production and sales process. These lists provide "handles" and breakthroughs for product quality and safety management personnel in production and sales units to detect risks and hidden dangers, and for market supervision departments to explore "penetrative" precise supervision.

 

The "Notice" requires provincial market supervision departments to organize local market supervision departments to urge key industrial product production and sales units in their jurisdiction, especially small and micro production and sales units of high-risk products, to formulate product quality and safety risk control lists that fit their actual conditions; to guide production and sales units to "post" the risk points and control measures from the formulated risk control lists, and incorporate them into the "daily control, weekly inspection, monthly scheduling" work mechanism. For issues repeatedly reported or found to have significant risk hazards, the local market supervision departments shall promptly conduct on-site inspections and handle them. The formulation and implementation of these lists help strengthen the fulfillment of the main responsibility for industrial product quality and safety, and the source governance of product quality and safety risks and hidden dangers, promoting the formation of a closed loop for preventing and controlling product quality and safety risks.
