The application process for Beijing's intelligent factories and digital workshops in 2024 has begun


Economic and Information Technology Departments of Each District, Business Cooperation Bureau of Beijing Economic-Technological Development Area Management Committee, Relevant Enterprises:

To thoroughly implement the spirit of the "Beijing 14th Five-Year Plan for High-End and Advanced Industry Development" and the "Beijing Manufacturing Digital Transformation Implementation Plan (2024-2026)", the 2024 application work for Beijing Intelligent Factories and Digital Workshops is now launched. The relevant matters are hereby notified as follows:

I. Application Requirements

 

1. Applicants must be large-scale manufacturing enterprises with independent legal person status and no serious records of illegal or dishonest conduct.

2. The factory or workshop applying must be located in Beijing and already constructed and put into normal use.

3. The main products produced by the applying factory or workshop must comply with Beijing's industrial policies, have advanced technology and good market prospects, adopt industry-leading processes, and not be listed in the latest "Beijing Industrial Pollution Industry Production Process Adjustment, Phase-out and Equipment Elimination Catalogue."

4. The applying factory should meet the "Key Elements for the Construction of Beijing Intelligent Factories" (Attachment 1), and the workshop should meet the "Key Elements for the Construction of Beijing Digital Workshops" (Attachment 2). Economic benefits, production efficiency, energy utilization, quality control, and other indicators must be at industry advanced or leading levels.

5. Applications are not accepted under any of the following circumstances:

(1) Providing false application information;

(2) Having experienced major production safety, quality, or environmental pollution accidents in the past three years.

II. Application Procedures

 

Enterprise Application

The application work is conducted according to the principle of localization. Economic and Information Technology Departments of each district organize enterprises in their district to apply. Enterprises prepare and submit application materials according to the application requirements (Attachment 3) and are responsible for the authenticity of the materials.

 

District-Level Recommendation

 

Economic and Information Technology Departments of each district conduct preliminary review of application materials and submit recommendations to the Municipal Bureau of Economy and Information Technology after summarizing.

 

Review and Public Announcement

 

The Municipal Bureau of Economy and Information Technology accepts application materials and conducts formal review; for materials passing the formal review, experts are organized to conduct comprehensive evaluation through on-site inspections, defense meetings, etc.; the list of those proposed to be recognized as Beijing Intelligent Factories and Digital Workshops will be publicly announced by the Municipal Bureau of Economy and Information Technology.

III. Work Requirements

 

The recommendation and application work should follow the principles of government guidance and enterprise voluntariness. Economic and Information Technology Departments of each district are requested to submit enterprise application materials (paper materials bound in order, in triplicate, with one electronic version on CD) along with one recommendation summary form (Attachment 4) to the Municipal Bureau of Economy and Information Technology before 12:00 on Monday, June 24, 2024.

In the future, the tiered system for high-quality SMEs will encompass technology- and innovation-driven SMEs, specialized, refined, distinctive, and innovative SMEs, and "Little Giant" enterprises that are specialized, refined, distinctive, and innovative. The "Measures" will take effect from April 1, 2026.


Five departments jointly issued the "Guiding Opinions on Carrying Out the Construction of Zero-Carbon Factories."

Recently, five departments—the Ministry of Industry and Information Technology, the National Development and Reform Commission, the Ministry of Ecology and Environment, the State-owned Assets Supervision and Administration Commission of the State Council, and the National Energy Administration—jointly issued the "Guiding Opinions on Promoting the Construction of Zero-Carbon Factories" (MIIT Joint [2026] No. 13, hereinafter referred to as the "Guiding Opinions"). These opinions aim to tap deeply into the potential for energy conservation and carbon reduction in the industrial and information technology sectors, drive carbon reduction and efficiency improvements in key industries, promote a green and low-carbon transformation, and foster the development of new-quality productive forces.
