Announcement on the Revision of ISO50001-2018 "Energy Management System Requirements and Usage Guide" Certification Standard

  Dear Applicant Organizations and Certified Clients:

  The announcement on the revision of the ISO50001-2018 "Energy Management System Requirements and Usage Guide" certification standard (hereinafter referred to as the new standard) was officially released on August 21, 2018, replacing the ISO50001:2011 "Energy Management System - Requirements and Usage Guide" standard (hereinafter referred to as the old standard). Our company hereby announces the related work for the application and certification standard transition according to relevant requirements:

  1. From the date our company obtains accreditation through the transition assessment of the new standard, we will start accepting certification applications under the new standard and transition applications from certified clients according to the new standard; for organizations/clients meeting the requirements, we will issue or reissue certification certificates with CNAS marks based on the new standard. Certification applications based on the old standard will no longer be accepted.

  2. From August 31, 2021, all certification certificates based on the old certification standard will become invalid. During the transition period before February 27, 2019, certificates issued to initial and recertification clients based on the old certification standard shall be valid until August 30, 2021.

  3. After our company obtains transition accreditation and after February 28, 2020, all audit activities including initial, surveillance, and recertification will be conducted based on the new standard.

  4. Since the new national standard has not yet been released and implemented, our company will issue certification certificates based on the ISO50001:2018 standard. After the new national standard is released and implemented, our company will review the certification process according to the national standard. For those meeting the new national standard requirements, certificates will be reissued after the first surveillance with the certification basis updated to the new national and international standards. For those not meeting the new national standard requirements, the certificates will be suspended or revoked in a timely manner.

  5. When certified clients prepare for the transition, they need to fill out a transition application. Our company will arrange transition audits based on the application. The following basic conditions should be met when applying for transition certification:

  (1) Completion of study and training on the specific requirements of the new standard;

  (2) Completion of self-assessment of the organization's management system gaps against the new standard requirements, and adjustment, supplementation, and improvement of the management system according to the new standard requirements;

  (3) Completion of transition planning of the management system according to the new standard requirements;

  (4) Completion of modification of documented information of the management system according to the new standard requirements to meet the new operational requirements and effective implementation;

  (5) Completion of internal audits and management reviews implemented according to the new standard requirements.

The "Measures" will take effect from April 1, 2026.

Recently, five departments—the Ministry of Industry and Information Technology, the National Development and Reform Commission, the Ministry of Ecology and Environment, the State-owned Assets Supervision and Administration Commission of the State Council, and the National Energy Administration—jointly issued the "Guiding Opinions on Promoting the Construction of Zero-Carbon Factories" (MIIT Joint [2026] No. 13, hereinafter referred to as the "Guiding Opinions"). These opinions aim to tap deeply into the potential for energy conservation and carbon reduction in the industrial and information technology sectors, drive carbon reduction and efficiency improvements in key industries, promote a green and low-carbon transformation, and foster the development of new-quality productive forces.
