Beijing Municipal Market Supervision Bureau issues implementation plan to support equipment upgrades and consumer goods trade-in with standards

Recently, to implement the national and Beijing municipal plans for promoting equipment renewal and the replacement of consumer goods with new ones, and to leverage standards to support these initiatives, with the approval of the municipal government, the Beijing Municipal Market Supervision Bureau and nine other departments jointly issued the "Beijing Implementation Plan for Supporting Equipment Renewal and Consumer Goods Replacement with Standards" (hereinafter referred to as the "Implementation Plan").
The "Implementation Plan" is divided into three parts, six key work tasks, and three safeguard measures. Regarding overall requirements, it proposes the basic principle of primarily implementing national standards supplemented by improving local standards, adhering to standard guidance and orderly enhancement. By 2025, 32 key local standards will be formulated or revised.
Key work includes two aspects
First, strengthen the promotion and implementation of national standards, strictly enforce national standards related to energy efficiency, carbon efficiency, water efficiency, etc., effectively play the role of standards in regulation and guidance, and support and ensure the implementation of all tasks in the "Beijing Action Plan for Actively Promoting Equipment Renewal and Consumer Goods Replacement."
Second, focusing on five fields: green low-carbon, urban management, public transportation, residential buildings, and recycling, accelerate the formulation and revision of 32 key local standards such as "Technical Specifications for Urban Rail Transit Signal Systems," "Standards for Construction and Management of Multi-Pole Integration," "Technical Regulations for Prefabricated Interior Decoration Engineering of Residential Buildings," "Technical Specifications for Carbon Credit Project Emission Reduction Accounting for Oil-to-Electric Small Passenger Vehicles," and "Technical Specifications for Updating Clean Energy Equipment in Rural Residential Buildings Part 1: Air Source Heat Pump Units," strengthening the role of standards support and promoting high-quality development of the capital.
To ensure the smooth advancement of the "Implementation Plan," the Municipal Market Supervision Bureau strengthens coordination, fully utilizes the coordination mechanism of the Capital Standardization Committee, focuses on promoting the formulation and revision of key standards, conducts task tracking and supervision guidance, and establishes a dynamic adjustment mechanism for the project list. It strengthens standard implementation, effectively promotes the dissemination of newly released standards and the introduction of supporting measures, and truly promotes the implementation and effectiveness of standards. It supports standard upgrades, regularly collects national standard project proposals, encourages relevant units to actively develop international standards, and supports upgrading local standards to national and international standards.

The "Measures" will take effect from April 1, 2026.
Recently, five departments—the Ministry of Industry and Information Technology, the National Development and Reform Commission, the Ministry of Ecology and Environment, the State-owned Assets Supervision and Administration Commission of the State Council, and the National Energy Administration—jointly issued the "Guiding Opinions on Promoting the Construction of Zero-Carbon Factories" (MIIT Joint [2026] No. 13, hereinafter referred to as the "Guiding Opinions"). These opinions aim to tap deeply into the potential for energy conservation and carbon reduction in the industrial and information technology sectors, drive carbon reduction and efficiency improvements in key industries, promote a green and low-carbon transformation, and foster the development of new-quality productive forces.
This standardization effort will provide an in-depth interpretation of the new version of the rules and systematically analyze the significant changes and implementation requirements of the new rules in areas such as audit procedures, responsibilities of top management, evidence management, and risk control.
