National Development and Reform Commission: All 294 proposed new and revised "Two New" national standards planned for this year and next have been fully approved.


On July 25, the National Development and Reform Commission held a special press conference to introduce several measures to strengthen support for large-scale equipment renewal and consumer goods trade-in. Zhao Chenxin, Deputy Director of the National Development and Reform Commission, introduced that all 294 national standards related to large-scale equipment renewal and consumer goods trade-in planned for revision in the next two years have been approved, among which 55 standards in key areas such as equipment energy efficiency and electric vehicles have been released, and the others are in the process of promotion and release.

In March this year, the State Council issued the "Action Plan to Promote Large-scale Equipment Renewal and Consumer Goods Trade-in," which comprehensively and systematically deployed the "Two New" work. Zhao Chenxin stated that in the more than four months since, the National Development and Reform Commission, together with various regions and departments, has strengthened overall coordination, established a policy system, focused on work implementation, and promoted a good start for the "Two New" work. The "Four Major Actions" proposed in the "Action Plan to Promote Large-scale Equipment Renewal and Consumer Goods Trade-in" have all achieved positive results.

First, equipment renewal drives investment growth. In the first half of this year, nationwide investment in the purchase of equipment and tools increased by 17.3% year-on-year, contributing 54.8% to the total investment growth and driving the total investment growth by 2.1 percentage points.

Second, trade-in stimulates consumption vitality. In the first half of the year, retail sales of household appliances and audio-visual equipment in units above the designated size (retail enterprises with annual main business income of 5 million yuan or more) increased by 3.1% year-on-year, accelerating by 2.1 percentage points compared to the same period last year.

Third, the recycling system is accelerating improvement. In the first half of this year, 3,160 new intelligent community waste material recycling facilities were added nationwide; the nationwide motor vehicle recycling volume reached 3.074 million units, a year-on-year increase of 24.8%.

Fourth, standard enhancement promotes green transformation. All 294 national standards related to large-scale equipment renewal and consumer goods trade-in planned for revision in the next two years have been approved, among which 55 standards in key areas such as equipment energy efficiency and electric vehicles have been released, and the others are in the process of promotion and release.

In the future, the tiered system for high-quality SMEs will encompass technology- and innovation-driven SMEs, specialized, refined, distinctive, and innovative SMEs, and "Little Giant" enterprises that are specialized, refined, distinctive, and innovative. The "Measures" will take effect from April 1, 2026.


Five departments jointly issued the "Guiding Opinions on Carrying Out the Construction of Zero-Carbon Factories."

Recently, five departments—the Ministry of Industry and Information Technology, the National Development and Reform Commission, the Ministry of Ecology and Environment, the State-owned Assets Supervision and Administration Commission of the State Council, and the National Energy Administration—jointly issued the "Guiding Opinions on Promoting the Construction of Zero-Carbon Factories" (MIIT Joint [2026] No. 13, hereinafter referred to as the "Guiding Opinions"). These opinions aim to tap deeply into the potential for energy conservation and carbon reduction in the industrial and information technology sectors, drive carbon reduction and efficiency improvements in key industries, promote a green and low-carbon transformation, and foster the development of new-quality productive forces.
