In December 2023, the National Development and Reform Commission externally released the "National Carbon Peak Pilot Construction Plan," proposing to select 100 cities and parks with typical representation nationwide to carry out carbon peak pilot construction. Jiangning Development Zone became the only park in Nanjing to enter the pilot. Recently, the Nanjing Municipal People's Government issued the "National Carbon Peak Pilot (Nanjing Jiangning Economic and Technological Development Zone) Implementation Plan," clearly stating that the pilot park construction will be the focus, highlighting three features: "industrial greening, energy and carbon digitization, and innovation internationalization." It aims to comprehensively build a new quality productivity development highland driven by "dual carbon," a demonstration highland for new power systems, and a highland for green technology and industrial integration innovation, significantly enhancing support for regional carbon reduction, and creating a globally and domestically leading, operable, replicable, and promotable "Jiangning Model."

The "Measures" will take effect from April 1, 2026.
Recently, five departments—the Ministry of Industry and Information Technology, the National Development and Reform Commission, the Ministry of Ecology and Environment, the State-owned Assets Supervision and Administration Commission of the State Council, and the National Energy Administration—jointly issued the "Guiding Opinions on Promoting the Construction of Zero-Carbon Factories" (MIIT Joint [2026] No. 13, hereinafter referred to as the "Guiding Opinions"). These opinions aim to tap deeply into the potential for energy conservation and carbon reduction in the industrial and information technology sectors, drive carbon reduction and efficiency improvements in key industries, promote a green and low-carbon transformation, and foster the development of new-quality productive forces.
This standardization effort will provide an in-depth interpretation of the new version of the rules and systematically analyze the significant changes and implementation requirements of the new rules in areas such as audit procedures, responsibilities of top management, evidence management, and risk control.
