From October 31 to November 1, the National Chemical Industry Park Safety Rectification and Improvement Exchange and Promotion Conference was held in Cangzhou City, Hebei Province. Hu Minglang, member of the Party Committee and Vice Minister of the Ministry of Emergency Management, attended the meeting and delivered a speech. Zhang Chengzhong, member of the Standing Committee of the Hebei Provincial Party Committee and Vice Governor, gave a speech.

The meeting pointed out that in recent years, emergency management departments at all levels have earnestly implemented the decisions and deployments of the Party Central Committee and the State Council, fulfilled the requirements of the Ministry of Emergency Management, based on practice, promoted phased progress in the safety rectification and improvement of chemical industry parks, standardized the identification and construction of chemical industry parks, achieved a good start in the reform of safety management systems and mechanisms, gradually improved the level of major safety risk control, and made further breakthroughs in exploring safety transformation.

The meeting emphasized that the safety rectification and improvement of chemical industry parks has now entered a critical stage. There are still weak links in aspects such as establishment and planning, project safety access, safety risk investigation, assessment and control, the role of professional regulatory forces, and informatized and intelligent safety management and control. It is necessary to clearly understand the situation, anchor the goals, break and establish simultaneously, and accelerate the promotion of safety production in chemical industry parks to a new level.

The meeting required adhering to a problem-oriented approach, focusing efforts on moving from "existence to use" to "use to excellence," and promoting high-quality rectification and improvement of the "Ten Haves and Two Bans"; adhering to goal orientation, adopting multiple measures, and solidifying responsibilities to promote the continuous reduction of safety risk levels in chemical industry parks at a high level; adhering to result orientation, effectively playing the hub role of chemical industry parks, balancing the resolution of existing risks and prevention of incremental risks, strictly managing major safety risk prevention and control, and ensuring high-quality development with high-level safety guarantees. It is necessary to strengthen safety risk assessment and control and carefully carry out safety production work at the end of the year and the beginning of the next year.

At the meeting, the Emergency Management Department of Hebei Province and chemical industry parks from Shandong, Hubei, Liaoning, Fujian, Zhejiang, Ningxia, and other places made exchange speeches. During the period, participants visited the Cangzhou Lingang Economic and Technological Development Zone and related enterprises on site and conducted group discussions.

In the future, the tiered system for high-quality SMEs will encompass technology- and innovation-driven SMEs, specialized, refined, distinctive, and innovative SMEs, and "Little Giant" enterprises that are specialized, refined, distinctive, and innovative. The "Measures" will take effect from April 1, 2026.


Five departments jointly issued the "Guiding Opinions on Carrying Out the Construction of Zero-Carbon Factories."

Recently, five departments—the Ministry of Industry and Information Technology, the National Development and Reform Commission, the Ministry of Ecology and Environment, the State-owned Assets Supervision and Administration Commission of the State Council, and the National Energy Administration—jointly issued the "Guiding Opinions on Promoting the Construction of Zero-Carbon Factories" (MIIT Joint [2026] No. 13, hereinafter referred to as the "Guiding Opinions"). These opinions aim to tap deeply into the potential for energy conservation and carbon reduction in the industrial and information technology sectors, drive carbon reduction and efficiency improvements in key industries, promote a green and low-carbon transformation, and foster the development of new-quality productive forces.
