"Comprehensive Implementation Plan for the Pollution Discharge Permit System" Released


Recently, the Ministry of Ecology and Environment issued the "Comprehensive Implementation Plan for the Pollutant Discharge Permit System" (hereinafter referred to as the "Plan").

The "Plan" proposes that by 2025, the management of pollutant discharge permits for industrial noise and industrial solid waste will be fully completed, the management of marine engineering pollutant discharge permits will be basically completed, and full coverage of environmental management elements will be basically achieved. By 2027, the "one permit" management of pollutant discharge permits will be fully implemented, and the effectiveness of the pollutant discharge permit system will be effectively exerted.

The "Plan" focuses on controlling pollutant discharge volumes, promoting further integration and connection of multiple environmental management systems in depth and breadth, clarifying the connection paths between environmental impact assessment, total quantity control, self-monitoring, ecological environment statistics, environmental protection tax, and the pollutant discharge permit system, and actively exploring the connection between river (sea) discharge outlets, hazardous waste operation permits, and the pollutant discharge permit system.

The "Plan" fully implements the "one permit" management for fixed pollution sources, promotes pollutant discharge units to establish environmental management systems based on pollutant discharge permits, strengthens joint supervision, resource sharing, and information exchange among pollutant discharge permits, environmental monitoring, and environmental law enforcement, innovates informatized supervision methods, improves mechanisms for sharing environmental compliance and integrity information, builds an environmental credit supervision system, and strengthens social supervision.

The "Measures" will take effect from April 1, 2026.


Five departments jointly issued the "Guiding Opinions on Carrying Out the Construction of Zero-Carbon Factories."

Recently, five departments—the Ministry of Industry and Information Technology, the National Development and Reform Commission, the Ministry of Ecology and Environment, the State-owned Assets Supervision and Administration Commission of the State Council, and the National Energy Administration—jointly issued the "Guiding Opinions on Promoting the Construction of Zero-Carbon Factories" (MIIT Joint [2026] No. 13, hereinafter referred to as the "Guiding Opinions"). These opinions aim to tap deeply into the potential for energy conservation and carbon reduction in the industrial and information technology sectors, drive carbon reduction and efficiency improvements in key industries, promote a green and low-carbon transformation, and foster the development of new-quality productive forces.
