Ministry of Industry and Information Technology: Promote Digital Transformation of SMEs, Cloud Adoption Rate to Exceed 40% by 2027


 On November 15, the 19th China International Small and Medium Enterprises Fair opened in Guangzhou. A relevant official from the Ministry of Industry and Information Technology revealed that they will jointly issue the "Special Action Plan for Digital Empowerment of Small and Medium Enterprises (2025-2027)" with related departments; and promote integrated innovation among large, medium, and small enterprises through the newly released list of major enterprise technology innovation demands.
  It is understood that the "Special Action Plan for Digital Empowerment of Small and Medium Enterprises" will clarify the main ideas and key tasks for promoting the digital transformation of SMEs over the next three years. The core content includes leveraging central government financial funds to guide and support about 100 cities in batches to carry out transformation pilots and deeply renovate more than 40,000 SMEs.
 
Minister of Industry and Information Technology Jin Zhuanglong:
Vigorously develop "small, fast, and precise" digital products and solutions, enabling more SMEs to dare to transform, know how to transform, and transform well. We plan to achieve full digital transformation coverage of "Little Giant" enterprises by 2027.
  According to the "Action Plan," by 2027, the cloud adoption rate of SMEs will exceed 40%. A relevant official from the Ministry of Industry and Information Technology introduced that subsequent efforts will focus on promoting the "chain-style transformation" of SME digitalization.

Fully leverage the resource aggregation role of leading chain enterprises, platform enterprises, and cluster parks, guiding SMEs to carry out transformation through "resources + tools" such as order traction, technology diffusion, and resource sharing, promoting integrated transformation of chains and clusters.
  In addition, the Ministry of Industry and Information Technology is organizing a new batch of SME "challenge list" work. The newly released 2024 annual list of major enterprise technology innovation demands gathers 151 technology innovation demands from 73 large enterprises in key fields such as automotive, information and communication, equipment, and chemical industries. In the future, enterprises selected on the "challenge list" can receive relevant policy preferences or support from competent departments at all levels according to actual conditions and related requirements.

The core is to solve the problem of information asymmetry. It enables large enterprises to meet their technology needs faster, and SMEs to enter the supply chains of large enterprises more quickly and better, promoting integrated innovation among large, medium, and small enterprises.

Recently, the Ministry of Industry and Information Technology issued the latest revised "Administrative Measures for the Tiered Cultivation of High-Quality Small and Medium-Sized Enterprises" (hereinafter referred to as the "Measures"), which have expanded the scope of cultivation by including technology-based SMEs in the tiered cultivation system for the first time. In the future, the tiered system for high-quality SMEs will encompass technology- and innovation-driven SMEs, specialized, refined, distinctive, and innovative SMEs, and "Little Giant" enterprises that are specialized, refined, distinctive, and innovative. The "Measures" will take effect from April 1, 2026.


Five departments jointly issued the "Guiding Opinions on Carrying Out the Construction of Zero-Carbon Factories."

Recently, five departments—the Ministry of Industry and Information Technology, the National Development and Reform Commission, the Ministry of Ecology and Environment, the State-owned Assets Supervision and Administration Commission of the State Council, and the National Energy Administration—jointly issued the "Guiding Opinions on Promoting the Construction of Zero-Carbon Factories" (MIIT Joint [2026] No. 13, hereinafter referred to as the "Guiding Opinions"). These opinions aim to tap deeply into the potential for energy conservation and carbon reduction in the industrial and information technology sectors, drive carbon reduction and efficiency improvements in key industries, promote a green and low-carbon transformation, and foster the development of new-quality productive forces.
