Starting from March 1, a batch of important national standards in fields such as urban green freight, power battery maintenance, water-saving management, housekeeping services, household appliances, and furniture began to be implemented, providing standard support to lead the optimization and upgrading of traditional industries and meet the people's needs for a better life.

Standards make life greener.

Under the national "dual carbon" goals, the green and low-carbon transformation of urban freight distribution is an inevitable trend. The "Urban Green Freight Distribution Evaluation Indicators" quantitatively define the low-carbon development level of urban freight distribution, expected to promote cost reduction, quality improvement, and efficiency enhancement in urban logistics, and foster sustainable urban development. The "Technical Requirements for Battery Swap Services of Pure Electric Commercial Vehicles" focus on improving the efficiency of battery swap services, ensuring service safety, and scientific operation, playing an important role in addressing the current mismatch between battery swap services and transportation scenarios in road transport. The "Technical Conditions for Completion and Factory Release of Power Battery Maintenance" specify the maintenance operation requirements, completion inspection requirements, and quality assurance for power batteries used in electric vehicles, which is significant for extending battery life, ensuring vehicle safety, and promoting energy saving and environmental protection. The "Water-saving Management Specification for Urban Water Supply Units" standardizes water-saving work in water intake, production, and distribution stages, providing clear water-saving management indicators for water supply units.

Standards make services more standardized.

The "Housekeeping Services - Maternal and Infant Care Service Quality Specification" clarifies requirements for service institutions in training systems, content, methods, and qualification confirmation, supplements, modifies, and improves requirements for service personnel at various levels, further guiding and standardizing "maternity matron" services. The "0-3 Years Infant Home Care Service Specification" proposes basic requirements for housekeeping service agencies and childcare workers, defines service content and requirements, provides specific guidance for infant home care, and offers general guidelines for infant feeding and sensitive period education, serving as a reference for practical care operations and helping improve the quality and level of infant home care in China. The "Graphic Symbols for Elderly Communication Assistance - Part 1: Representation Rules" standardizes the design procedures, templates, and principles for graphic symbols used in elderly communication assistance, which is beneficial for guiding, promoting, and advancing service capacity building in China's aging society.

Standards make leisure more comfortable.

The national standard "Tourist Attraction Quality Grade Classification" specifies the prerequisites for classifying tourist attraction quality grades, proposes requirements for tour services, cultural and tourism integration, tourism safety, smart tourism, and green development, further standardizing the classification of tourist attraction quality grades to better meet the public's demand for high-quality tourism consumption. The "Sports Venue Usage Requirements and Inspection Methods - Part 8: Ice Sports Venues" specifies general requirements, venue specifications, and corresponding inspection methods for ice sports venues, describes diagrams for various ice sports venues, further improving ice sports venue configurations and helping enhance safety assurance levels for ice and snow sports. The "General Technical Conditions for Zip Lines" improve the safety and reliability of zip lines, providing strong technical support for the industry's standardization, safety, and sustainable development.

Standards make home living smarter.

The two national standards "Noise Testing Methods for Household and Similar Electrical Appliances - Special Requirements for Dry Cleaning Robots" and "Noise Testing Methods for Household and Similar Electrical Appliances - Special Requirements for Washer-Dryer Combos" improve the operability and consistency of noise testing, which is important for supporting market supervision of related products and promoting healthy industry development. The "Reliability Test and Evaluation of Household and Similar Electrical Appliances - Part 6: Special Requirements for Air Purifiers" provides an important basis for scientifically assessing air purifier reliability, aiding the healthy and rapid development of the air purifier industry and enhancing core competitiveness. The "General Technical Specification for Motors Used in Electronic Household Appliances" revises technical requirements and test methods for motors in electronic household appliances, promoting the improvement of R&D design capabilities and manufacturing technology levels of electronic household appliance products in China.

Standards make consumption more transparent.

The "Guidelines for Quality Grading of Consumer Products - Sanitary Ware" address consumers' difficulty in identifying high-quality sanitary ware products, helping guide enterprises to improve product quality and promote the industry's transformation and upgrading toward high-quality development. The "Hardware System for Inward Opening and Bottom-hung Windows" specifies product classification, codes, requirements, test methods, and inspection rules, guiding enterprises to improve product quality and meet the demand for higher-quality products. The "General Technical Requirements for Elderly-friendly Furniture" will guide furniture companies to design and produce more elderly-friendly furniture products that meet the needs of the elderly for comfort and safety, improving the performance and quality of elderly-friendly furniture. The "Furniture - Mattress - Functional Characteristic Test Methods" specify test methods for durability, height loss, and hardness of mattresses with thickness greater than or equal to 100mm, providing guidance for enterprises in design and production and for consumers in mattress selection. The "General Specification for the Protection of Minors in Smart Mobile Terminals" will enhance consumer trust in related products regarding minor protection, creating a safer and healthier product usage environment.

The State Administration for Market Regulation (National Standardization Administration) will continue to promote the in-depth implementation of the "National Standardization Development Outline," continuously optimize standard supply, help promote high-level openness, and drive high-quality development.

The "Measures" will take effect from April 1, 2026.


Five departments jointly issued the "Guiding Opinions on Carrying Out the Construction of Zero-Carbon Factories."

Recently, five departments—the Ministry of Industry and Information Technology, the National Development and Reform Commission, the Ministry of Ecology and Environment, the State-owned Assets Supervision and Administration Commission of the State Council, and the National Energy Administration—jointly issued the "Guiding Opinions on Promoting the Construction of Zero-Carbon Factories" (MIIT Joint [2026] No. 13, hereinafter referred to as the "Guiding Opinions"). These opinions aim to tap deeply into the potential for energy conservation and carbon reduction in the industrial and information technology sectors, drive carbon reduction and efficiency improvements in key industries, promote a green and low-carbon transformation, and foster the development of new-quality productive forces.
