Fujian Introduces Measures to Promote Green and Low-Carbon Development in Manufacturing Measures
To actively and steadily advance carbon peak and carbon neutrality in the industrial sector, accelerate the reduction of energy consumption intensity in manufacturing, and promote comprehensive green and low-carbon development in manufacturing, seven departments including the Fujian Provincial Department of Industry and Information Technology, the Provincial Department of Finance, and the Provincial Development and Reform Commission recently jointly issued "Several Measures to Promote Green and Low-Carbon Development in Manufacturing" 。
The "Several Measures" clarify nine key tasks including supporting enterprises to accelerate energy-saving upgrades and renovations, vigorously promoting the updating and upgrading of general equipment, strengthening benchmarking demonstrations for energy and water efficiency, deepening the construction of green and low-carbon manufacturing systems, promoting the improvement of green and low-carbon management capabilities, advancing comprehensive utilization of industrial resources, accelerating the transformation and application of green and low-carbon technologies, leveraging the leading role of green and low-carbon standards in manufacturing, and optimizing financial services to promote green development. This policy is effective from the date of issuance until December 31, 2027.
Hebei Issues Work Plan for Gradual Cultivation of Smart Factories
To accelerate the construction of a gradient cultivation system for smart factories and promote the digitalization, networking, and intelligent transformation of enterprises, five departments including the Hebei Provincial Department of Industry and Information Technology and the Provincial Development and Reform Commission recently jointly issued "Hebei Province Smart Factory Gradient Cultivation Action Work Plan (2025—2027)" 。
The "Work Plan" proposes that by 2027, Hebei will establish a province-wide gradient cultivation system for smart factories, deeply integrating new generation information technologies represented by artificial intelligence with advanced manufacturing technologies. The level of intelligent manufacturing equipment, industrial software, system solutions, and standard applications will be significantly improved. The plan aims to promote the large-scale popularization of basic-level smart factories, complete the construction of 1,000 basic-level smart factories, build 300 advanced-level smart factories leading in key industries and industrial clusters, select and create 30 domestically leading excellent smart factories, actively cultivate globally influential pilot smart factories, and make intelligent manufacturing an important engine driving the high-quality development of Hebei's manufacturing industry.
Gansu Releases Three-Year Action Plan to Enhance Manufacturing Design Capabilities
To accelerate the improvement of industrial design levels in Gansu Province and better leverage industrial design to empower new industrialization, the Gansu Provincial Department of Industry and Information Technology recently released "Gansu Manufacturing Design Capability Enhancement Three-Year Action Plan (2025—2027)" 。
The "Action Plan" proposes to promote the further development and growth of various industrial design entities, significantly enhance design innovation capabilities, and fully integrate the innovation chain with the industrial, service, and value chains. Within three years, it aims to continuously improve the design and R&D capabilities of Gansu's industrial enterprises, build high-level provincial industrial design research institutes; recognize 60 industrial design centers with outstanding brand advantages, complete organizational systems, and significant design benefits, and actively cultivate national-level industrial design centers; establish 10 provincial industrial design research institutes focusing on basic research, technical support, achievement transformation, talent training, consulting services, and exchange cooperation; cultivate provincial-level service-oriented manufacturing benchmark enterprises represented by Lanzhou City and create national-level service-oriented manufacturing demonstrations. The plan also innovates talent training models, promotes the "industry-university-research" education model, and cultivates key design innovation talents.
Beijing Issues Upgraded Action Plan for Large-Scale 5G Application
To vigorously promote the large-scale development of 5G applications and in line with the actual situation in Beijing, the Beijing Municipal Bureau of Economy and Information Technology and the Municipal Communications Administration recently jointly issued "Beijing 5G Large-Scale Application 'Sailing' Action Upgrade Plan (2025—2027)" 。
The "Upgrade Plan" proposes that by the end of 2027, Beijing will establish a 5G development pattern characterized by "universal capability, widespread application, and inclusive empowerment," fully realize large-scale 5G application, enhance 5G-enabled applications across various industries, and become a leading domestic benchmark city for 5G applications. The 5G personal user penetration rate will basically reach 100%, 5G network access traffic will account for over 75%, and the 5G application penetration rate among industrial enterprises above designated size will reach 45%. The 5G integrated application industry system will be gradually improved, and chip module supply capacity will continue to increase. Beijing's 5G network efficiency will significantly improve, with 70 5G base stations (including 5G-A base stations) per 10,000 people, a 5G network residence ratio exceeding 85%, and full support for IPv6 technology.
Hubei Deploys Measures to Promote Coordinated Development of New Information Infrastructure
To accelerate the construction of an important strategic fulcrum for the rise of the central region and steadily promote the coordinated development of new information infrastructure across the province, twelve departments including the Hubei Provincial Communications Administration and the Provincial Department of Economy and Information Technology recently jointly issued "Notice on Matters Related to Promoting the Coordinated Development of New Information Infrastructure" 。
The "Notice" proposes implementation measures from eight aspects: strengthening province-wide overall planning and layout, enhancing balanced and inclusive development across regions, strengthening coordinated and linked development across networks, promoting cross-industry integration and shared development, building green and low-carbon development methods, enhancing comprehensive security capabilities, strengthening cross-departmental policy coordination, and improving organizational measures. It aims to strengthen collaboration, form synergy, steadily promote the coordinated development of new information infrastructure in Hubei Province, and provide inclusive and efficient infrastructure support for digital Hubei.
Qingdao Issues Implementation Plan to Promote Optimization and Upgrading of Traditional Advantageous Manufacturing
To further promote the optimization and upgrading of traditional advantageous manufacturing, accelerate the leap to the high end of the industrial and value chains, consolidate the foundation of new industrialization industries, and cultivate new quality productivity, the Qingdao Municipal Government Office recently issued "Qingdao Implementation Plan for Promoting the Optimization and Upgrading of Traditional Advantageous Manufacturing and Cultivating New Quality Productivity (2025—2027)" 。
The "Implementation Plan" proposes that by 2027, Qingdao's traditional advantageous manufacturing will achieve comprehensive optimization of quality and efficiency, with significant improvements in the advanced level of industrial foundation and modernization of the industrial chain, and significant enhancement of core competitiveness and brand influence. High-end development will accelerate and become more efficient, with the proportion of advanced capacity in key industries exceeding 60%; intelligent transformation will deepen and solidify, with the CNC rate of key processes in industrial enterprises above designated size exceeding 76%; green transformation will be further promoted, with the proportion of capacity reaching energy efficiency benchmark levels in key industrial fields exceeding 38%; cluster-level capabilities will be significantly enhanced, building an ecosystem of collaborative innovation along the industrial chain and integrated development of large, medium, and small enterprises, cultivating a number of advanced manufacturing clusters and industrial bases such as high-end chemicals and modern light textiles.
