Hubei Releases 24 Measures to Promote the Development of Small and Medium-sized Enterprises

To thoroughly implement the decisions and deployments of the Party Central Committee and the State Council, further assist small and medium-sized enterprises in overcoming difficulties, stimulate vitality, and achieve steady development, and promote high-quality economic development across the province, the General Office of the Hubei Provincial Government recently issued "Several Measures to Strengthen Support for Enterprises and Promote the Steady Development of Small and Medium-sized Enterprises" 。

The "Measures" propose 24 measures from five aspects: alleviating cost pressures on small and medium-sized enterprises, solving financing difficulties and high financing costs, addressing challenges in market expansion, resolving payment and rights protection difficulties, and focusing on improving the quality and efficiency of services for small and medium-sized enterprises. Among them, it is proposed to deeply promote the digital transformation of small and medium-sized enterprises, achieve full coverage of pilot cities for digital transformation of small and medium-sized enterprises in prefecture-level cities and autonomous prefectures by the end of 2027, and promote digital transformation for more than 10,000 small and medium-sized enterprises. The "Hubei Boutique" cultivation action will be implemented, aiming to cultivate and recognize more than 300 "Hubei Boutique" products or projects by the end of 2027, guiding small and medium-sized enterprises to improve product and service quality.

Anhui Deploys Gradient Cultivation Action for Intelligent Factories

The Anhui Provincial Department of Industry and Information Technology recently issued "Implementation Plan for the Gradient Cultivation Action of Intelligent Factories in Anhui Province" which will promote the construction of intelligent factories through gradient cultivation, strengthen the foundational support for intelligent manufacturing, cultivate system solution providers, and explore innovative applications of technology models through 12 key tasks in four areas, advancing the construction of intelligent factories in Anhui Province in a hierarchical, systematic, and scaled manner.

The "Implementation Plan" proposes striving to continuously cultivate over five to ten years, promoting a batch of basic-level intelligent factories with typical scenarios on a large scale in Anhui, selectively building a batch of advanced-level intelligent factories leading regional industries, cultivating a batch of excellent-level intelligent factories leading domestically, and piloting exploratory leading-level intelligent factories with pioneering and innovative characteristics.

The General Office of the Shanghai Municipal Government recently issued "Several Measures to Promote the Growth and Strengthening of Specialized and New Small and Medium-sized Enterprises in Shanghai" to promote the high-quality development of specialized and new small and medium-sized enterprises.

The "Measures" include three categories with 18 specific measures: first, promoting enterprise growth and building a gradient cultivation system from micro and small enterprises, innovative small and medium-sized enterprises, specialized and new small and medium-sized enterprises to specialized and new "little giant" enterprises, focusing on cultivating gazelle enterprises, unicorn enterprises, listed companies, and world-class enterprises, supporting enterprises to grow bigger and stronger; second, supporting enterprise technological innovation, guiding specialized and new small and medium-sized enterprises to focus on high-end, intelligent, and green directions, creating new momentum, tackling new technologies, developing new products, and strengthening industrial chain supporting capabilities to continuously enhance innovation capacity; third, strengthening development factor guarantees, implementing precise empowerment, increasing policy support for the needs of enterprises at different development stages in terms of funds, energy use, talent, space, and other development factors, meeting actual enterprise needs, and promoting sustainable and healthy growth of enterprises.

Liaoning Releases Action Plan for Empowering New Industrialization through Information and Communication Industry

The Liaoning Provincial Communications Administration recently issued "Liaoning Province Action Plan for Empowering New Industrialization through the Information and Communication Industry (2025-2026)" which proposes "foundation building, empowerment, and integration" as three main action lines, coordinating the deep integration of new generation information technologies such as 5G-A, computing power networks, and artificial intelligence with the real economy, assisting Liaoning in achieving high-end, intelligent, green, and integrated development.

The "Action Plan" proposes that by the end of 2026, the province will have more than 200 newly built industrial 5G virtual private network and hybrid private network projects.
