This certification body is aware of the relevant requirements of the "Announcement of the National Certification and Accreditation Administration on Strengthening the Management of Certification Rules" (Announcement No. 9 of 2025) and solemnly makes the following commitment:
1. The certification rules formulated and/or implemented by this body are lawful, compliant, authentic, complete, scientific, and applicable.
2. The certification rules formulated and/or implemented by this body:
(1) Do not conflict with national laws, administrative regulations, departmental rules, administrative normative documents, and policy provisions.
(2) Do not conflict with current national or local relevant administrative licensing regulations.
(3) Do not conflict with the basic certification standards and certification rule requirements formulated by the National Certification and Accreditation Administration or jointly issued with relevant departments of the State Council.
(4) Do not conflict with current relevant mandatory national standards.
(5) Do not violate social public order, good customs, and public interests.
(6) Without the overall arrangement of the National Certification and Accreditation Administration, do not file certification rules involving national security, political organizations, social customs, ethnic religions, and other fields.
(7) Do not violate intellectual property rights and confidentiality-related regulations.
(8) Do not confuse the formulation, filing, and use of product, service, and management system certification rules.
(9) Do not violate the principles and requirements of the unified national market and fair competition.
(10) Do not violate relevant requirements of the National Certification and Accreditation Administration.
3. This body assumes the main responsibility for the formulation and/or implementation of certification rules.
4. This body welcomes supervision from all sectors of society and will actively respond to complaint handling.
5. This body will regularly carry out continuous improvement and optimization of the certification rules it executes and implements.

Recently, the Ministry of Industry and Information Technology issued the latest revised "Administrative Measures for the Tiered Cultivation of High-Quality Small and Medium-Sized Enterprises" (hereinafter referred to as the "Measures"), which have expanded the scope of cultivation by including technology-based SMEs in the tiered cultivation system for the first time. In the future, the tiered system for high-quality SMEs will encompass technology- and innovation-driven SMEs, specialized, refined, distinctive, and innovative SMEs, and "Little Giant" enterprises that are specialized, refined, distinctive, and innovative. The "Measures" will take effect from April 1, 2026.
Recently, five departments—the Ministry of Industry and Information Technology, the National Development and Reform Commission, the Ministry of Ecology and Environment, the State-owned Assets Supervision and Administration Commission of the State Council, and the National Energy Administration—jointly issued the "Guiding Opinions on Promoting the Construction of Zero-Carbon Factories" (MIIT Joint [2026] No. 13, hereinafter referred to as the "Guiding Opinions"). These opinions aim to tap deeply into the potential for energy conservation and carbon reduction in the industrial and information technology sectors, drive carbon reduction and efficiency improvements in key industries, promote a green and low-carbon transformation, and foster the development of new-quality productive forces.
This standardization effort will provide an in-depth interpretation of the new version of the rules and systematically analyze the significant changes and implementation requirements of the new rules in areas such as audit procedures, responsibilities of top management, evidence management, and risk control.
