The carbon footprint accounting and certification reward program for products in Jiangsu Province has started, with a maximum reward of 50,000 yuan.

Accelerate the application and promotion of Jiangsu Province's Product Carbon Footprint Public Service Platform, build a local carbon footprint database. Recently, the Jiangsu Provincial Development and Reform Commission and other departments issued the "Notice on Carrying out the 2025 Jiangsu Province Product Carbon Footprint Accounting and Certification Reward Work." The notice aims to promote enterprises to carry out product carbon footprint accounting and certification through the Jiangsu Province Product Carbon Footprint Public Service Platform, leverage the leading role of chain-leading enterprises in low-carbon supply chains and the guiding role of export enterprises' green demand, expand the application scope and influence of the carbon footprint platform, and build a high-quality local carbon footprint database.
The reward targets are enterprises or independent accounting units with independent legal person qualifications legally established within the administrative region of Jiangsu Province, and able to provide actual products or services.
Enterprises register and record on the Jiangsu Province Product Carbon Footprint Public Service Platform (website: https://jstzj.fzggw.jiangsu.gov.cn), conduct product carbon footprint accounting, and generate product models and accounting reports. Certification is carried out through the Jiangsu Province Product Carbon Footprint Public Service Platform, and national or Jiangsu Province carbon footprint label certification is obtained.
Regarding the reward standards, Jiangsu provincial finance determines the reward for a single product or service based on the total annual reward fund, implementing a fixed amount reward. Each product or service can receive a reward of no more than 50,000 yuan, and the maximum reward for the same enterprise or unit is no more than 100,000 yuan. It encourages financially capable prefecture-level cities and counties (cities, districts) to provide matching funds and reward enterprises or units that use the Jiangsu Province Product Carbon Footprint Public Service Platform for carbon footprint accounting and certification, referring to the provincial finance approach.
The notice clarifies that no application is needed to enjoy the benefits; all enterprises using the Jiangsu Province Product Carbon Footprint Public Service Platform for carbon footprint accounting and certification are eligible to participate.
The platform automatically generates evaluation results based on enterprise-submitted information, accounting reports, certification certificates, platform accounting data quality evaluation reports (automatically generated by the platform), verification data quality assessment reports (issued by third-party certification bodies), and uploaded vouchers. The Jiangsu Provincial Development and Reform Commission comprehensively considers and selects the list of enterprises and products to be rewarded based on the score ranking, reports for approval according to procedures, and publicly announces on the Jiangsu Provincial Development and Reform Commission portal website and the Jiangsu Province Product Carbon Footprint Public Service Platform for no less than 7 days. After the public announcement period with no objections, the Jiangsu Provincial Development and Reform Commission will push the policy recognition documents and supported enterprise lists to the "One Enterprise Service" platform. The Provincial Department of Finance reviews and disburses funds based on the payment information pushed by the "One Enterprise Service" platform. The deadline for information collection for this round of rewards is August 10, 2025 (based on the time the certification body uploads the certification certificate through the platform).
Enterprises are responsible for the authenticity of the reported accounting data, and certification bodies are responsible for the quality of the certification results. In cases of false reporting, fraudulently obtaining reward funds, or other misconduct, handling will be in accordance with the "Budget Law of the People's Republic of China," "Regulations on Punishment and Disposition of Financial Violations," "Jiangsu Provincial Fiscal Special Fund Management Measures," and other relevant regulations; suspected criminal cases will be transferred to judicial authorities; those identified as dishonest will be recorded as dishonesty information in the public credit information system.

Recently, five departments—the Ministry of Industry and Information Technology, the National Development and Reform Commission, the Ministry of Ecology and Environment, the State-owned Assets Supervision and Administration Commission of the State Council, and the National Energy Administration—jointly issued the "Guiding Opinions on Promoting the Construction of Zero-Carbon Factories" (MIIT Joint [2026] No. 13, hereinafter referred to as the "Guiding Opinions"). These opinions aim to tap deeply into the potential for energy conservation and carbon reduction in the industrial and information technology sectors, drive carbon reduction and efficiency improvements in key industries, promote a green and low-carbon transformation, and foster the development of new-quality productive forces.
This standardization effort will provide an in-depth interpretation of the new version of the rules and systematically analyze the significant changes and implementation requirements of the new rules in areas such as audit procedures, responsibilities of top management, evidence management, and risk control.
