The China National Accreditation Service for Conformity Assessment (CNAS) is a national accreditation body established and authorized by the National Certification and Accreditation Administration Committee according to the Regulations of the People's Republic of China on Certification and Accreditation. It is uniformly responsible for the accreditation of certification bodies, laboratories, inspection bodies, and other related institutions. The national accreditation system of China has been integrated into the International Accreditation Forum (IAF) mutual recognition system. Currently, China has signed mutual recognition agreements with multiple quality management system certification and environmental management system certification accreditation bodies in other countries and regions, as well as with dozens of laboratory accreditation bodies.



The United Kingdom Accreditation Service (UKAS) is the national body responsible for the accreditation of certification bodies and laboratory measurement and testing. It is the most authoritative accreditation body in the Commonwealth and worldwide. The UKAS accreditation mark (crown mark) is widely recognized in more than 180 countries and regions worldwide, especially in Commonwealth countries, and is a highly valuable certification mark.

 

 

 

International Accreditation Forum (IAF, abbreviated as IAF ), it is a multilateral cooperation organization composed of relevant national accreditation bodies, established in January 1993, with more than 30 members. The China National Accreditation Service for Conformity Assessment (CNAS) is one of its members, and China is also one of the 17 founding countries. Its main goal is to coordinate national certification systems by standardizing auditor qualification requirements, training criteria, and the assessment and certification procedures of quality system certification bodies among member countries, ensuring technical consistency to guarantee effective international mutual recognition. Certification bodies recognized by accreditation bodies that have signed the IAF multilateral recognition agreement issue certificates for management systems, products, services, personnel, and other similar conformity assessment projects that are recognized and trusted worldwide in international trade and other fields.

Difference between "with mark" and "without mark"

 

 

Certificates with accreditation marks:

1 Indicate the technical capability to carry out certification, testing, or calibration services according to the relevant accreditation criteria;

2 Recognized by accreditation bodies of countries and regions that have signed mutual recognition agreements;

3 Have opportunities to participate in bilateral and multilateral cooperation and exchanges among international conformity assessment bodies;

4 Allowed to use the accreditation mark within the scope of accreditation;

5 Listed in the directory of approved accreditation bodies.

 

Certificates without accreditation marks

1. The certification project of the institution has not obtained accreditation, or the certified industry subcategory has not been accredited, so the issued certificate cannot carry the mark;
2. If the project accreditation has not yet been carried out, certificates with accreditation marks cannot be issued. For example, common after-sales service certification for goods, intellectual property management system certification (standard implementation), etc., do not yet have accreditation standards, certification bodies with approved certification qualifications can issue certificates normally, and the certificates are valid, but cannot carry the mark.

Common types of marked certificates:
Certificates with accreditation marks and IAF marks indicate that the subcategory certified in this certificate is mutually recognized by the International Accreditation Forum (IAF) and has been recognized by relevant institutions.
Certificates with marks but without IAF marks indicate that the subcategory certified in this certificate is not mutually recognized by the International Accreditation Forum (IAF), but has been recognized by relevant institutions .
Certificates with only the certification body’s mark or without any marks indicate that the certified subcategory is recognized domestically but cannot be mutually recognized internationally.

 

 

[ Summary ] Accreditation is the recognition by a third-party notarization body of the capability of an organization providing certification services. It is not a recognition of qualification, so there is no concept of valid or invalid, only the degree of authority. A certification certificate with an accreditation mark indicates that the certifier has been recognized by a third-party notarization body, and its authority is higher than that of the certifier. When confirming, it is not always necessary to check for the accreditation mark; generally, as long as the customer accepts it, the absence of a mark on the certification subcategory does not matter.
