On July 11, 2020, Beijing United Wisdom Group successfully held its 2020 mid-year work meeting themed "Comprehensive Implementation of a Steady Strategy under the Epidemic Background." More than one hundred leaders, consultants, heads of affiliated units, and key personnel from major departments of Beijing United Wisdom Group attended this significant mid-year meeting with joy and anticipation.
This year marks the 23rd anniversary of the founding of Beijing United Wisdom Group. Over the past 23 years, United Wisdom has continuously researched, explored, and innovated, becoming a nationally recognized strategic emerging enterprise providing "integrated high-quality development services." First, Chairman Chen Yong delivered a keynote speech titled "Opening a New Chapter for the Group under the Epidemic Background with a Steady Strategy and New Measures for Standardization, Grouping, and Technologization." The chairman elaborated on the domestic and international landscape, the group's strategic positioning, and development direction. He analyzed the current global normalization of the epidemic and its impact on the world economy, proposing that based on the national strategic layout and the supply-side structural reform strategy, the group should strive to leverage the potential and role of its "integrated high-quality development service" comprehensive platform and general contractor position, fully demonstrating and consolidating the superiority of the "1-3-5-7-9" business model.
Focusing on the core requirements to achieve the group's strategy and goals amid the current severe international and domestic situation, the group outlined its "Ten Advantages," "Five Shortcomings," and "Seven Measures." It emphasized adopting a "steady strategy" to integrate and tighten the work structure at the group level, proactively pioneering innovative business approaches, seeking progress while maintaining stability. It stressed the need to analyze the current economic situation comprehensively, dialectically, and with a long-term perspective, responding to the national "Six Stabilities" and "Six Guarantees" policies, and striving to adapt flexibly to crises, seizing opportunities to open new chapters.
To strive for the realization of the group's strategic plan and development goals, all levels of personnel are required to deeply understand, comprehend, grasp, implement, and execute without wavering, enhancing the execution power of group decisions. This will create breakthroughs and demonstrate achievements amid the global epidemic's difficult context, ensuring that all group decisions and deployments take root and achieve high-quality operation.

Jin Piao, Executive Vice President of the Group's Management Committee, spoke on the theme "Comprehensively Promoting the Achievement of Group Business Goals with a Steady Strategy and New Measures." Jin briefly reviewed the group's and its subsidiaries' development in the first half of the year. She stated that under the current severe global epidemic situation, from the nation to enterprises, organizations, groups, and individuals, all faced life-and-death tests in the first half of the year. However, the more severe the situation, the more we must seize opportunities to think deeply, thoroughly analyze previous shortcomings, especially how to cope with pressures brought by all parties amid the raging epidemic. She emphasized addressing issues from aspects such as grouping, standardization, system operation, team building, and cultural penetration, actively leveraging subjective initiative, and strictly organizing and effectively executing the seven major future work measures set by the group and chairman, laying a solid foundation for better group development.

Chen Yan, Vice President of the Group's Management Committee, spoke on the theme "Improving the Operation Supervision of the Excellence System to Ensure the Comprehensive Implementation of the Group's Steady Strategy and Measures." She stated that the sudden outbreak of the epidemic was like a surprise inspection for enterprises, testing how quickly they adapt and respond. At the first moment of the outbreak, the group calmly faced the situation, complied with national requirements, actively assumed epidemic prevention responsibilities, took proactive measures, united as one, and overcame difficulties together. Now dawn has broken and spring is coming. We must further respond to the national steady development requirements, improve the group's excellence system operation supervision, solidly and effectively promote the group's "1-3-5-7-9" business development around the group's "integrated high-quality development" positioning, ensuring the comprehensive implementation of the group's steady strategy and measures.

The attending consultant experts successively delivered thoughtful and earnest speeches, highly affirming and praising Beijing United Wisdom Group's philosophical management concept and scientific management model. They elaborated that for more than twenty years, the group's leaders have upheld foresight and insight, adhered to the correct development direction, maintained high consistency with the national development philosophy, remained true to their original aspiration, and led the group employees with wisdom, dedication, and love, continuously progressing. They have cultivated a capable management team and key personnel, laying a solid foundation for United Wisdom's future high-level development. In the subsequent mid-year meeting, more than a dozen members of the Group's Management Committee comprehensively reviewed and carefully summarized the progress and implementation of market and production operation plans over the past six months according to the group's annual work plan requirements. They used the group's "steady strategy" implementation as a focal point to offer suggestions for accurately grasping market opportunities and pursuing a steady and sustainable development strategy in the second half of the year. They clarified the work goals and implementation paths for the second half, laying full confidence for the unfolding of various business sectors. They unanimously stated they will adhere to philosophical guidance and technological promotion, build a sustainable and healthy development strategy, continue innovative development, maintain core competitiveness, promote the marketization of scientific and technological service products, pragmatically meet new market challenges, enhance United Wisdom's brand influence and social reputation, and achieve a win-win of economic and social benefits.

Finally, Chairman Chen Yong gave a concluding speech, thanking consultants, experts, and all sectors of society for their care and support of United Wisdom. He expressed gratitude to the Management Committee members, all key participants, and all employees of Beijing United Wisdom Group for their unity, mutual understanding, and joint efforts during the group's difficult epidemic period. Recently, five departments—the Ministry of Industry and Information Technology, the National Development and Reform Commission, the Ministry of Ecology and Environment, the State-owned Assets Supervision and Administration Commission of the State Council, and the National Energy Administration—jointly issued the "Guiding Opinions on Promoting the Construction of Zero-Carbon Factories" (MIIT Joint [2026] No. 13, hereinafter referred to as the "Guiding Opinions"). These opinions aim to tap deeply into the potential for energy conservation and carbon reduction in the industrial and information technology sectors, drive carbon reduction and efficiency improvements in key industries, promote a green and low-carbon transformation, and foster the development of new-quality productive forces.
This standardization effort will provide an in-depth interpretation of the new version of the rules and systematically analyze the significant changes and implementation requirements of the new rules in areas such as audit procedures, responsibilities of top management, evidence management, and risk control.
