• Ministry of Industry and Information Technology's Issuance of the "Collaborative Transformation and Upgrading Plan for Comprehensive Utilization of Industrial Resources in Beijing-Tianjin-Hebei and Surrounding Areas (2020-2022)"

Scope of Application: Beijing-Tianjin-Hebei, Shandong Province, Shaanxi Province, Inner Mongolia Autonomous Region, Henan Province

To implement the coordinated development strategy of Beijing-Tianjin-Hebei, accelerate the collaborative transformation and upgrading of the comprehensive utilization of industrial resources in Beijing-Tianjin-Hebei and surrounding areas, improve regional resource utilization efficiency, cultivate new green drivers, and promote high-quality regional development, the "Collaborative Transformation and Upgrading Plan for Comprehensive Utilization of Industrial Resources in Beijing-Tianjin-Hebei and Surrounding Areas (2020-2022)" has been formulated.

General Requirement Article 8: Accelerate the recycling and utilization of retired power batteries. Beijing-Tianjin-Hebei and surrounding areas are the largest regions in China for the promotion and application of new energy vehicles. Fully leverage the advantages of backbone enterprises, research institutions, industry platforms, and third-party organizations, strengthen regional complementarity, and coordinate the construction of regional recycling and utilization systems.

• National Energy Administration's Notice on Issuing the 2020 Target Tasks for Eliminating Outdated Capacity in the Coal Power Industry (Issued in 2020)

Scope of Application: Nationwide

Effective Date: 2020/7/14

To implement the decisions and deployments of the Party Central Committee and the State Council, continuously deepen supply-side structural reform, promote high-quality development of the coal power industry, and help win the battle for blue skies, based on the 2020 elimination and shutdown plans submitted by the competent departments of provinces (autonomous regions, municipalities), after research, the relevant requirements are hereby notified.

Among them: For "zombie" coal power units that are not included in the national annual target tasks for eliminating outdated capacity, have been shut down for many years, and are not in conditions to resume production in the short term, localities should, based on actual conditions, promote enterprises to complete elimination and shutdown work as soon as possible.

• Green Building Creation Action Plan (Issued in 2020)

Effective Date: 2020/7/15

The "Green Building Creation Action Plan (Issued in 2020)" is formulated to fully implement the spirit of the 19th National Congress of the Communist Party of China and the second, third, and fourth plenary sessions of the 19th Central Committee, deeply implement Xi Jinping's ecological civilization thought, and in accordance with the "Notice of the National Development and Reform Commission on Issuing the Overall Plan for Green Life Creation" (NDRC Environment and Resources [2019] No. 1696), to promote the high-quality development of green buildings.

The green building creation action targets urban buildings. Green buildings refer to high-quality buildings that save resources, protect the environment, reduce pollution throughout their life cycle, provide people with healthy, applicable, and efficient use spaces, and maximize harmonious coexistence between humans and nature.

• Hebei Province Green Building Evaluation Standard (DB13(J)/T 8352-2020)

Scope of Application: Hebei    Effective Date: 2020-8-1

The original "Green Building Evaluation Standard" (No. DB13(J)/T113-2015) is simultaneously repealed.

• Ministry of Industry and Information Technology's Decision on Amending the "Administrative Regulations on Access of New Energy Vehicle Manufacturers and Products"

Summary: The "Decision of the Ministry of Industry and Information Technology on Amending the 'Administrative Regulations on Access of New Energy Vehicle Manufacturers and Products'" was reviewed and approved at the 16th Ministry Affairs Meeting of the Ministry of Industry and Information Technology on July 14, 2020, and will be implemented from September 1, 2020. A total of 6 amendments were made.
