Service authentication has experienced explosive growth, with 16,000 new certificates added in one year


Recently, the 2020 "Service Certification Experience Week" series of activities organized by the State Administration for Market Regulation officially launched in Beijing. The digital copyright management service certification experience event was held in Beijing as the first event of the 2020 "Service Certification Experience Week." The meeting pointed out that by the end of August 2020, there were 337 certification bodies qualified for service certification, issuing more than 36,000 service certification certificates, representing year-on-year increases of 51.8% and 80.6%, respectively.

Since the 13th Five-Year Plan, China has independently developed and constructed a technology and standards system for digital copyright management of audio-visual content, and independently developed a client software development kit for digital copyright management of audio-visual content, effectively solving the technical difficulties of digital copyright protection for domestic enterprises.

The meeting also pointed out that digital copyright management service certification is the core support and fundamental guarantee for the industrial promotion of China's independent audio-visual digital copyright protection technology both domestically and internationally. It has also been highly recognized by all parties in the international media industry chain and serves as the foundation for China to promote the industrialization of independent audio-visual content digital copyright management technology and standards abroad. Service certification plays an increasingly important role in improving the supply of high-quality services, promoting high-quality development of the service industry, and enhancing China's international service competitiveness.

Wei Dong, Director of the Service Certification Office of the Certification Supervision Department of the State Administration for Market Regulation, stated that from 2016 to 2019, the average annual growth rates of certification bodies qualified for service certification and the issued service certification certificates reached 86.82% and 135.06%, respectively.

Regarding the development of service certification, Wei Dong also proposed the following four considerations:

First, seize opportunities, focus efforts precisely, and promote healthy and orderly industry development. The positioning of service certification is high-end quality certification, and its important development directions are digitalization, technologization, informatization, and intelligence. It is necessary to seize the opportunities of industrial digitalization and digital industrialization, fully leverage certification to improve service quality, optimize service processes, enhance service efficiency, and highlight service quality, focus efforts in key areas, implement new development concepts, and better serve the overall national economic and social development.

Second, deepen reform, uphold integrity and innovation, and activate new momentum for service certification development. In the field of quality certification, a series of reform measures such as certification body qualification approval, "double random, one public" certification supervision, certification dishonesty punishment system, and refinement of service certification approval areas have been gradually implemented. Next, reforms and explorations will be carried out in the approval of certification body qualifications, further optimizing the scope, methods, and procedures of approval to release market access benefits for certification. Reform measures for the access of foreign-funded institutions will also be gradually implemented.

Third, consolidate the foundation, improve quality and efficiency, and enhance the strength of the service certification industry itself. The key to the development of the service certification industry lies in the professional ability, service awareness, and sense of responsibility of certification bodies and personnel. Certification bodies should plan for long-term development and coordinate overall planning, accurately identifying development focus points. Only by improving the capabilities of certification bodies and personnel can the overall strength of the certification industry be enhanced.

Fourth, regulate development through legal supervision and create an honest and trustworthy market environment. Certification bodies must adhere to the credit bottom line of fairness, independence, professionalism, and authority. Certified enterprises must earnestly assume the main responsibility for products and services. Local market supervision departments should strengthen supervision, enforce laws strictly, and severely crack down on illegal and irregular certification activities.

It is reported that this year's "Service Certification Experience Week," themed "High-Quality Service and High-Quality Life," selects digital copyright management services, non-academic education services, property services, eyeglass fitting services, and air passenger services as service certification experience projects uniformly guided by the State Administration for Market Regulation. Starting from the launch day, events will be held in Beijing, Nantong in Jiangsu, Shenzhen in Guangdong, and Shanghai, among other places, fully demonstrating the role of service certification in promoting the high-quality development of the service industry through on-site experiences.

Recently, five departments—the Ministry of Industry and Information Technology, the National Development and Reform Commission, the Ministry of Ecology and Environment, the State-owned Assets Supervision and Administration Commission of the State Council, and the National Energy Administration—jointly issued the "Guiding Opinions on Promoting the Construction of Zero-Carbon Factories" (MIIT Joint [2026] No. 13, hereinafter referred to as the "Guiding Opinions"). These opinions aim to tap deeply into the potential for energy conservation and carbon reduction in the industrial and information technology sectors, drive carbon reduction and efficiency improvements in key industries, promote a green and low-carbon transformation, and foster the development of new-quality productive forces.
