Actively Play a Demonstrative Role: Beijing United Intelligence Certification Co., Ltd. Helps Improve Quality Management of Small and Micro Enterprises

Recently, the State Administration for Market Regulation issued the "Notice on Carrying out the Quality Management System Certification Improvement Action for Small and Micro Enterprises" (Guo Shi Jian Certification [2020] No. 165) (hereinafter referred to as the "Notice"). The Notice points out that to further implement the series of deployment requirements of the Party Central Committee and the State Council on the development of small, medium, and micro enterprises and the spirit of the "Opinions of the State Council on Strengthening the Construction of Quality Certification Systems to Promote Comprehensive Quality Management" (Guo Fa [2018] No. 3), and to leverage the role of quality management system certification in improving enterprise quality, pilot work for the quality management system certification improvement action for small and micro enterprises was first launched in five industries: chemical, metal, machinery, optoelectronic equipment, and information technology, achieving positive progress. To further demonstrate the pilot's exemplary role and help more small and micro enterprises improve quality, the State Administration for Market Regulation decided to carry out the "Quality Management System Certification Improvement Action for Small and Micro Enterprises" nationwide. The Notice also released the 2019 pilot results of the five industries chemical, metal, machinery, optoelectronic equipment, and information technology for the "Quality Management System Certification Improvement Action for Small and Micro Enterprises," including the "Implementation Guide for Small and Micro Enterprises Applying ISO 9001 to Improve Quality Management" (hereinafter referred to as the "Implementation Guide") and the "Excellent Cases of Quality Management System Certification Improvement Action for Small and Micro Enterprises" (hereinafter referred to as the "Excellent Cases").

Since April 2018, to cooperate with the special task of quality management improvement for small and micro enterprises by the Certification and Accreditation Supervision Department of the State Administration for Market Regulation (National Certification and Accreditation Administration), the China National Accreditation Service for Conformity Assessment (hereinafter referred to as "Accreditation Committee") jointly with China Classification Society Quality Certification Company has led the organization of a research project on quality management improvement for small and micro enterprises. Beijing United Wisdom Certification Co., Ltd., as the leader unit of the metal industry research group for the "Quality Management Improvement Action for Small and Micro Enterprises," actively played a demonstrative role, organizing six certification bodies including Beijing Xingguo Global Certification Co., Ltd., Guangdong Quality Inspection Zhongcheng Certification Co., Ltd., Sichuan Three Gorges Certification Co., Ltd., Zhongbiao United (Beijing) Certification Co., Ltd., and Beijing Aviation Association Certification Center Co., Ltd. to form an industry technical expert project team dedicated to promoting advanced quality management methods and tools, assisting small and micro enterprises in quality management improvement, effectively solving prominent quality management problems of small and micro enterprises, and promoting their sustainable development. From June 2018 to February 2019, our company led the metal industry research group member institutions to conduct a quality management status survey of over a thousand small and micro enterprises. Based on the problems and difficulties found in quality management during the survey, we analyzed the pain points and difficulties of small and micro enterprises in quality management and organized industry experts within the research group to compile the "Implementation Guide" on how to apply GB/T19001-2016 to manage these processes, focusing on confusions in raw material procurement and acceptance, outsourcing processes, and processing. The outsourcing process uses "electroplating" as an example to explain the methods and requirements of GB/T19001-2016 for outsourcing management.

From August to December 2019, Beijing United Wisdom Certification Co., Ltd. actively participated in the pilot activities of the "Quality Management Action for Small and Micro Enterprises" organized by the National Certification and Accreditation Administration, jointly recommending 11 small and micro enterprises as pilot enterprises together with the Tianjin Market Supervision Administration and its subordinate local bureaus. Through a series of training, surveys, guidance, and verification, the pilot enterprises achieved good results in quality management.

As the responsible organization for small and micro enterprises in Tianjin and the leader unit of the metal industry research group, Beijing United Wisdom Certification Co., Ltd. jointly held the third training meeting of the "Quality Management Improvement Action for Small and Micro Enterprises" with the Tianjin Market Supervision Administration on August 15-16, 2019. The training focused on the work requirements of the "Quality Management Improvement Action for Small and Micro Enterprises," the GB/T19001-2016 standard, and its application in the metal, chemical, machinery, and information technology industries. Relevant training and discussions were conducted for 17 small and micro enterprises and 8 certification bodies present. The training detailed the content, process, schedule, authenticity, and effectiveness requirements of the pilot verification work, emphasizing the importance of the verification work. It also shared common quality management issues of small and micro enterprises, typical industry quality problems and solutions, and set up four industry sub-venues for metal, chemical, machinery, and information technology, where professional instructors discussed practical quality management issues, standard requirements, and industry guidelines with small and micro enterprises in the industry, providing practical and effective guidance and assistance.

From September 2019 to April 2020, under the key attention of the National Certification and Accreditation Administration and the leadership and guidance of the Accreditation Committee and China Classification Society, Beijing United Wisdom Certification Co., Ltd., closely cooperating with the Tianjin Market Supervision Administration and utilizing its own training center resources, actively organized industry experts to carry out a series of quality management improvement activities for pilot small and micro enterprises in Tianjin. These activities included on-site enterprise surveys and diagnostics, online and offline training on standards and the "Implementation Guide," enterprise management process sorting, planning system construction, system startup and operation, internal audits and management reviews, and improvement verification. During the process of system construction and operation for small and micro enterprises, Beijing United Wisdom Certification Co., Ltd. adopted an effective approach of "one-on-one" and "dual focus," helping each small and micro enterprise design and build a quality management system while initiating system trial operation and verification mechanisms. This verified the operability and rationality of management systems through practical enterprise operations. During surveys and training, enterprises were simultaneously guided on how to establish a quality management system suitable for their own development, fully leveraging their initiative, guiding them on how to correctly operate the system, thereby establishing a personalized quality management system to the greatest extent and avoiding the situation of "two skins" and "abandonment after the activity ends."

After scientific and in-depth assistance and guidance to 11 small and micro enterprises, Beijing United Wisdom Certification Co., Ltd. organized industry experts to revise the "Implementation Guide" based on the actual application during the pilot process and analyzed and verified the quality management improvement status of the 11 participating pilot small and micro enterprises. Nine small and micro enterprises successfully passed the effectiveness verification of quality management improvement and gained significant benefits from this pilot activity. Beijing United Wisdom Certification Co., Ltd. selected two cases of quality management improvement from pilot small and micro enterprises and compiled two parts in the "Excellent Cases": "Strengthening 'Titanium Plating' Outsourcing Management to Strive for Product Quality Improvement" and "Meticulously Controlling the Quality of the 'Welding' Process."

The "Implementation Guide" and "Excellent Cases," as research results of the "Quality Management Improvement Action for Small and Micro Enterprises," are the outcomes of industry experts combining the characteristics of small and micro enterprises' quality management and effective verification. They possess scientific validity, practicality, and promotability, effectively helping small and micro enterprises grasp the basic ideas and core points of quality management work. They illustrate the implementation of key processes in typical industries from specific points to the overall picture, conveying the GB/T9001-2016 quality management concept to small and micro enterprise managers, enabling them to understand the management principles of GB/T9001-2016, clarify work ideas, establish a quality management system suitable for their own characteristics, and manage and control key production processes according to the guidance of the "Implementation Guide," forming an endogenous driving force for quality improvement.

The release of the "Implementation Guide" and "Excellent Cases" fully affirms the efforts made by the State Administration for Market Regulation and the Accreditation Committee towards Beijing United Wisdom Certification Co., Ltd. and other certification bodies participating in the research work on quality management improvement for small and micro enterprises. The next step is for relevant departments to carry out pilot work for small and micro enterprises nationwide and promote the current research results across the country.
