Recently, the State Administration for Market Regulation issued the "Notice on Carrying out the Quality Management System Certification Improvement Action for Small and Micro Enterprises" (Guo Shi Jian Certification [2020] No. 165) (hereinafter referred to as the "Notice"). The Notice points out that to further implement the series of deployment requirements of the Party Central Committee and the State Council on the development of small, medium, and micro enterprises and the spirit of the "Opinions of the State Council on Strengthening the Construction of Quality Certification Systems to Promote Comprehensive Quality Management" (Guo Fa [2018] No. 3), and to leverage the role of quality management system certification in improving enterprise quality, pilot work for the quality management system certification improvement action for small and micro enterprises was first launched in five industries: chemical, metal, machinery, optoelectronic equipment, and information technology, achieving positive progress. To further demonstrate the pilot's exemplary role and help more small and micro enterprises improve quality, the State Administration for Market Regulation decided to carry out the "Quality Management System Certification Improvement Action for Small and Micro Enterprises" nationwide. The Notice also released the 2019 pilot results of the five industries chemical, metal, machinery, optoelectronic equipment, and information technology for the "Quality Management System Certification Improvement Action for Small and Micro Enterprises," including the "Implementation Guide for Small and Micro Enterprises Applying ISO 9001 to Improve Quality Management" (hereinafter referred to as the "Implementation Guide") and the "Excellent Cases of Quality Management System Certification Improvement Action for Small and Micro Enterprises" (hereinafter referred to as the "Excellent Cases").
From August to December 2019, Beijing United Wisdom Certification Co., Ltd. actively participated in the pilot activities of the "Quality Management Action for Small and Micro Enterprises" organized by the National Certification and Accreditation Administration, jointly recommending 11 small and micro enterprises as pilot enterprises together with the Tianjin Market Supervision Administration and its subordinate local bureaus. Through a series of training, surveys, guidance, and verification, the pilot enterprises achieved good results in quality management.

In the future, the tiered system for high-quality SMEs will encompass technology- and innovation-driven SMEs, specialized, refined, distinctive, and innovative SMEs, and "Little Giant" enterprises that are specialized, refined, distinctive, and innovative. The "Measures" will take effect from April 1, 2026.
Recently, five departments—the Ministry of Industry and Information Technology, the National Development and Reform Commission, the Ministry of Ecology and Environment, the State-owned Assets Supervision and Administration Commission of the State Council, and the National Energy Administration—jointly issued the "Guiding Opinions on Promoting the Construction of Zero-Carbon Factories" (MIIT Joint [2026] No. 13, hereinafter referred to as the "Guiding Opinions"). These opinions aim to tap deeply into the potential for energy conservation and carbon reduction in the industrial and information technology sectors, drive carbon reduction and efficiency improvements in key industries, promote a green and low-carbon transformation, and foster the development of new-quality productive forces.
This standardization effort will provide an in-depth interpretation of the new version of the rules and systematically analyze the significant changes and implementation requirements of the new rules in areas such as audit procedures, responsibilities of top management, evidence management, and risk control.
