"By the end of 2019, China had 44,000 inspection and testing institutions, 1.2847 million practitioners, and achieved operating revenue of 322.5 billion yuan, representing year-on-year growth of 11.5%, 9.4%, and 14.8% respectively. It is one of the fastest-growing and most promising inspection and testing markets worldwide," said Han Yi, Chief Engineer of the State Administration for Market Regulation, at today's "China Inspection and Testing High-Quality Development and the 14th Five-Year Plan Meeting" held at the CIIE.
 
Han Yi pointed out that the Fifth Plenary Session of the 19th CPC Central Committee reviewed the "Suggestions of the CPC Central Committee on Formulating the 14th Five-Year Plan for National Economic and Social Development and the Long-Range Objectives Through the Year 2035". It proposed that the theme of economic and social development during the 14th Five-Year Plan period is to promote high-quality development, setting clear requirements for market regulation and inspection and testing work, including building a high-standard market system, improving the national quality infrastructure, strengthening the systems and capabilities of standards and metrology, and deeply carrying out quality improvement actions.
 
"In the field of inspection and testing, at the beginning of this year, the State Administration for Market Regulation focused on deploying 16 major preliminary research projects for the '14th Five-Year Plan'," said Han Yi. "Today, at the CIIE, with the theme of high-quality development of inspection and testing, experts, scholars, entrepreneurs, and industry leaders were invited to jointly plan the development ideas and target tasks for China's inspection and testing industry during the 14th Five-Year Plan period."
 
The meeting emphasized the need to strive to basically establish an inspection and testing system adapted to the needs of high-quality development by 2025, significantly enhance testing capabilities supporting the national economy and social development, markedly improve industry standard operation levels and social credibility, foster a number of large-scale, high-level, reputable, and widely serving inspection and testing groups, form a number of characteristic regions with concentrated development of high-tech inspection and testing services, and cultivate a batch of internationally influential well-known inspection and testing brands. By 2035, establish and form a new pattern of high-quality development in inspection and testing adapted to the needs of a modern market economy.

Recently, five departments—the Ministry of Industry and Information Technology, the National Development and Reform Commission, the Ministry of Ecology and Environment, the State-owned Assets Supervision and Administration Commission of the State Council, and the National Energy Administration—jointly issued the "Guiding Opinions on Promoting the Construction of Zero-Carbon Factories" (MIIT Joint [2026] No. 13, hereinafter referred to as the "Guiding Opinions"). These opinions aim to tap deeply into the potential for energy conservation and carbon reduction in the industrial and information technology sectors, drive carbon reduction and efficiency improvements in key industries, promote a green and low-carbon transformation, and foster the development of new-quality productive forces.
