As a major strategic policy of the Party and the country for poverty alleviation, 2020 was the decisive final year. Beijing United Wisdom Group, as the president unit of the Beijing Investment Association, responded actively to the higher authorities' call. The Beijing Enterprise Investment Association, in accordance with the document requirements from the Beijing Civil Affairs Bureau and the First United Party Committee of the Beijing Manufacturing Industry Association regarding the deep involvement of social organizations in poverty alleviation work, promptly informed the leaders and member units of the Beijing Investment Association. After coordinating with the Xinjiang poverty alleviation supervision project, the Beijing Enterprise Investment Association actively deployed and arranged efforts. The Beijing United Wisdom Group, as the president unit of the Beijing Investment Association, decided to adopt projects such as the Children's Library Activity Room in Kashiboyi Village, Zawa Town, Moyu County, Hotan Prefecture, Xinjiang, initially donating 50,000 yuan and continuing to provide support.

Social forces insist on helping poverty alleviation and solving difficulties, while also supporting culture and intelligence. The Charity Library Activity Room is located in Kashiboyi Village, Moyu County. It is a village-level cultural activity center integrating cultural activities, party and government education, and technical training, with a total area of about 60 square meters. Activities include reading books, cultural and entertainment activities, party building education, community activities, meeting venues, and multimedia training. The villagers' poverty alleviation is not the end but the starting point of a new life and new struggle. The Charity Library Activity Room is of great significance to enriching the spiritual and cultural life of Kashiboyi villagers, helping to continuously enhance the endogenous development momentum of the village, and promoting the simultaneous development of spiritual and material civilization.

The "Measures" will take effect from April 1, 2026.

Recently, five departments—the Ministry of Industry and Information Technology, the National Development and Reform Commission, the Ministry of Ecology and Environment, the State-owned Assets Supervision and Administration Commission of the State Council, and the National Energy Administration—jointly issued the "Guiding Opinions on Promoting the Construction of Zero-Carbon Factories" (MIIT Joint [2026] No. 13, hereinafter referred to as the "Guiding Opinions"). These opinions aim to tap deeply into the potential for energy conservation and carbon reduction in the industrial and information technology sectors, drive carbon reduction and efficiency improvements in key industries, promote a green and low-carbon transformation, and foster the development of new-quality productive forces.
