To effectively carry out the "Small and Micro Enterprise Quality Management System Certification Improvement Action" pilot expansion in Liaoning Province and promote the application of pilot achievements in five industries including metals by the State Administration for Market Regulation, on March 19, the Liaoning Provincial Market Supervision Bureau organized an online training session for over 200 participants including certification supervision personnel from market supervision bureaus at all levels in Liaoning, staff from certification bodies participating in the pilot, managers of small and micro enterprises, and small and micro enterprises from various regions. The training was conducted by Beijing United Intelligence Certification Co., Ltd. (hereinafter referred to as "United Intelligence").
At the training session, Zhang Yihu, a relevant person in charge of the Certification Supervision Department of the Liaoning Provincial Bureau, first introduced the training plan for the "Small and Micro Enterprise Quality Management System Certification Improvement Action" and the plan for expanding the industry pilot in Liaoning Province. He requested that local bureaus in each city carry out training, publicity, and promotion of the pilot achievements in the initial five industries; recommend qualified small and micro enterprises in their regions; and that certification bodies carefully guide the quality management improvement of small and micro enterprises in the expanded pilot, effectively implementing the certification improvement as deployed by the State Administration, helping pilot enterprises to effectively enhance their quality management performance.
Subsequently, Chen Jiadan, Executive Deputy Representative and Director of the Quality Management Department of United Intelligence, introduced the relevant background and basic procedures of the "Small and Micro Enterprise Quality Management System Certification Improvement Action" from five aspects: policy and research background introduction, sharing of previous pilot experiences, introduction of the expanded pilot process and requirements, analysis of the metal industry implementation guide, and excellent cases from previous pilots.
At the same time, the training focused on sharing important content and key points from the previous pilot activities, providing a clear and accessible explanation of the ideas and methods for compiling and using the metal industry implementation guide. It briefly analyzed two excellent cases from our company's previous pilots, demonstrating the ideas, content, process, and methods by which pilot enterprises applied the ISO9001 standard and the industry implementation guide to achieve quality management improvements.

A relevant person in charge of the Certification Supervision Department of the Liaoning Provincial Bureau stated that this training received high praise from all parties. Personnel from the market supervision bureaus, heads of small and micro enterprises, and others responded enthusiastically with continuous positive feedback. This is of great significance for effectively solving key quality management issues that restrict the development of small and micro enterprises.

The "Measures" will take effect from April 1, 2026.
Recently, five departments—the Ministry of Industry and Information Technology, the National Development and Reform Commission, the Ministry of Ecology and Environment, the State-owned Assets Supervision and Administration Commission of the State Council, and the National Energy Administration—jointly issued the "Guiding Opinions on Promoting the Construction of Zero-Carbon Factories" (MIIT Joint [2026] No. 13, hereinafter referred to as the "Guiding Opinions"). These opinions aim to tap deeply into the potential for energy conservation and carbon reduction in the industrial and information technology sectors, drive carbon reduction and efficiency improvements in key industries, promote a green and low-carbon transformation, and foster the development of new-quality productive forces.
This standardization effort will provide an in-depth interpretation of the new version of the rules and systematically analyze the significant changes and implementation requirements of the new rules in areas such as audit procedures, responsibilities of top management, evidence management, and risk control.
