More than 300 certification management personnel from headquarters, auditor representatives from the Beijing main venue, and auditors attending from branch sub-venues participated in the conference via real-time video connection.
Meng Yongge, General Manager of Beijing United Intelligence Certification Co., Ltd., themed "Maintaining Integrity to Solidify the Foundation, Empowering Clients for Development," fully demonstrated United Intelligence's comprehensive professional services and diversified solution capabilities from four aspects: certification industry development trends and dynamics, United Intelligence Productivity Group, adhering to innovation and professionalism, and synergistic empowerment for collaborative development.
She stated that as of December 31, 2020, the company's valid certificates increased by 10.5% year-on-year. In the new year, the company will strengthen operational and certification assessment technical management and technical enhancement functions; reinforce the technical leadership role of the Technical Committee, creating a unified "technical management chessboard" for the certification company. At the same time, taking the historical mission of the new era as an opportunity, the company will assess client needs, accurately position the market, strengthen "big quality" business development, improve the product framework structure, focus on advancing the basic operation model through product and service chains, enhance the professional technical team building, empower key businesses, deeply cultivate client value, and further create a new situation of shared support and win-win cooperation with clients.

Subsequently, Zhou Haili, Compliance Director of the certification company, themed "Law-abiding and Compliance, Steady and Far-reaching," conducted a comparative analysis of the 2020 regulatory situation of the "certification industry" and typical issues listed in supervision and inspection reports from some provinces and cities; explained the main changes and some legal responsibilities in the revised "Certification and Accreditation Regulations" and "Certification Body Management Measures," requiring certification personnel to adhere to the original intention of certification, comply with certification regulations, convey trust, and promote the steady and long-term development of the company's certification business.
Song Bin, Deputy General Manager of Certification Company Operations, extended the speech themed "Focus on Change, Plan for the Future," detailing the recent revisions of seven registration standards including the "Management System Auditor Registration Criteria," differences from current registration standards, requirements for exams and training during the transition period of registration standards, and the usage process of the CCAA computer-based testing system. He hoped everyone would always keep attention to certification industry dynamics and jointly create the United Intelligence brand.

This conference commended outstanding auditors of 2020. Thirty auditors were awarded six honors including Annual Outstanding Audit Team Leader, Advanced Audit Team Leader, Advanced Auditor, Commendation Auditor, Direct Case Award, and Efficiency Star Award for their outstanding work performance. Guo Miao, head of the Jinan subsidiary, and Nie Zhiguo, head of the Wuhan subsidiary, shared experiences themed "Enhancing Capability, Empowering Clients," expressing that under the strong leadership of headquarters, they lead their teams to maintain the baseline and solidify the foundation, strengthening empowerment to seek development.

On the day, industry expert Mr. Li conducted key training for the company's auditors based on remote and digital audits of management systems, increasing auditors' skills training in digital enterprise audits and enhancing their ability to audit using information technology methods.

"It is a review and recognition of the past, also giving everyone a clearer understanding of the current industry status, more clearly defining the mission and responsibility of their career, and further strengthening the original intention of conveying trust and serving development." After the meeting, auditors expressed that the conference was very encouraging, and they will take advanced auditors as role models in the future to improve their abilities and professional skills to help clients achieve high-quality development.

Based on the strategic plan proposed by the headquarters, United Zhiye takes the upgrade of its product system as a key driver to build a three-tiered business structure—comprising “zero-carbon factory solutions + carbon-related products + integrated comprehensive services”—and thereby develop end-to-end service capabilities. The original enterprise’s integrated approach to low-carbon development has been upgraded to an integrated approach to zero-carbon development, which we regard as a milestone event. While the zero-carbon factory business focuses on deepening engagement in the manufacturing sector, the integrated approach to zero-carbon enterprise development transcends industry boundaries, extending its reach to the service sector and thus covering a broader scope of services.
Recently, the Ministry of Industry and Information Technology issued the latest revised "Administrative Measures for the Tiered Cultivation of High-Quality Small and Medium-Sized Enterprises" (hereinafter referred to as the "Measures"), which have expanded the scope of cultivation by including technology-based SMEs in the tiered cultivation system for the first time. In the future, the tiered system for high-quality SMEs will encompass technology- and innovation-driven SMEs, specialized, refined, distinctive, and innovative SMEs, and "Little Giant" enterprises that are specialized, refined, distinctive, and innovative. The "Measures" will take effect from April 1, 2026.
Recently, five departments—the Ministry of Industry and Information Technology, the National Development and Reform Commission, the Ministry of Ecology and Environment, the State-owned Assets Supervision and Administration Commission of the State Council, and the National Energy Administration—jointly issued the "Guiding Opinions on Promoting the Construction of Zero-Carbon Factories" (MIIT Joint [2026] No. 13, hereinafter referred to as the "Guiding Opinions"). These opinions aim to tap deeply into the potential for energy conservation and carbon reduction in the industrial and information technology sectors, drive carbon reduction and efficiency improvements in key industries, promote a green and low-carbon transformation, and foster the development of new-quality productive forces.
This standardization effort will provide an in-depth interpretation of the new version of the rules and systematically analyze the significant changes and implementation requirements of the new rules in areas such as audit procedures, responsibilities of top management, evidence management, and risk control.
