On April 25, the General Offices of the Ministry of Transport, the National Development and Reform Commission, the Ministry of Industry and Information Technology, the Ministry of Agriculture and Rural Affairs, the Ministry of Commerce, the State Administration for Market Regulation, the State Post Bureau, and the All China Federation of Supply and Marketing Cooperatives jointly issued a notice deciding to promote the nationwide application of standardized logistics turnover boxes to accelerate the green transformation of logistics packaging and focus on building a modern logistics system. The notice proposes to thoroughly implement the green product certification system for express packaging, according to the category of reusable express packaging products, to carry out green product certification for logistics turnover box products, and to apply green product labels to logistics turnover box products that pass the certification.

Transportation Departments (Bureaus, Commissions), Development and Reform Commissions, Economic and Information Commissions (Industry and Information Commissions), Departments of Agriculture and Rural Affairs, Departments of Commerce, Market Supervision Bureaus, Postal Administration Bureaus, and Supply and Marketing Cooperatives of all provinces, autonomous regions, municipalities directly under the Central Government, and the Xinjiang Production and Construction Corps:

To thoroughly implement the spirit of the 2020 Central Economic Work Conference and the 8th meeting of the Central Financial and Economic Affairs Commission, and in accordance with the relevant requirements of the "Notice of the General Office of the State Council forwarding the Opinions of the National Development and Reform Commission and other departments on accelerating the green transformation of express packaging" (Guo Ban Han [2020] No. 115), accelerate the green transformation of logistics packaging, focus on building a modern logistics system, and provide strong support for serving the construction of a new development pattern, it is now decided to promote the nationwide application of standardized logistics turnover boxes. The relevant matters are hereby notified as follows:

1. Fully recognize the importance of promoting the application of standardized logistics turnover boxes

Standardized logistics turnover boxes refer to small box-type containers that are foldable, reusable, have good technical performance, high quality, and meet national standards. They can be widely used in various fields such as agricultural and sideline products, supermarket distribution, and postal express delivery. In recent years, with the continuous rapid development of the logistics industry, the use of logistics packaging materials has continuously increased, causing massive resource consumption and environmental pollution, and the lack of unified packaging standards has seriously affected logistics transportation and circulation efficiency. The cyclic reuse of standardized logistics turnover boxes can effectively replace traditional packaging materials such as cartons, plastic bags, and foam boxes, greatly reduce the use of disposable packaging, achieve recyclable and reduced logistics packaging, improve the market environment, and promote ecological civilization construction. At the same time, as standardized packaging and loading units, logistics turnover boxes can realize modular operations, containerized transportation, and intelligent sorting, which are key elements to promote the logistics industry to achieve green, modular, and mechanized operations. Accelerating the promotion of the cyclic reuse of logistics turnover boxes is of great significance for reducing cargo loss, improving circulation efficiency, and supporting the high-quality development of the logistics industry. All regions and relevant departments should, according to the principle of market leadership and government guidance, strengthen departmental coordination and policy support, fully mobilize the enthusiasm of market entities, take effective measures, improve the standard system, enhance infrastructure, expand application scope, and accelerate the construction of a cyclic reuse system for standardized logistics turnover boxes.

2. Establish and improve the standard and specification system for logistics turnover boxes

(1) Promote the improvement and perfection of the logistics turnover box standard system. Accelerate the formulation and release of national standards such as the size series and cyclic reuse management specifications for fruit and vegetable turnover boxes (600mm×400mm module), play the leading role of standards and specifications, and increase the promotion and application of standardized logistics turnover boxes in the fruit and vegetable product circulation field. Continuously improve and perfect relevant standards for turnover boxes in the fields of agricultural and sideline products, supermarket distribution, and postal express delivery, strengthen the promotion and implementation of standards, promote the effective implementation of standards and specifications, and advance the cyclic reuse of turnover boxes in various logistics fields.

(2) Carry out green product certification for logistics turnover boxes. Thoroughly implement the green product certification system for express packaging, carry out green product certification for logistics turnover box products according to the category of reusable express packaging products, and apply green product labels to logistics turnover box products that pass the certification. Encourage manufacturing enterprises to apply for green product certification for logistics turnover boxes and guide purchasers to select and use logistics turnover box products that have obtained green certification.

(3) Promote the control of plastic pollution in logistics packaging. In accordance with the spirit of documents such as the "Opinions of the National Development and Reform Commission and the Ministry of Ecology and Environment on Further Strengthening Plastic Pollution Control" (Fa Gai Huan Zi [2020] No. 80), reduce the use of non-degradable plastic bags and disposable packaging boxes, strengthen supervision and inspection of plastic product manufacturers, urge them to strictly implement relevant laws and regulations, produce plastic products that meet national standards, prohibit the illegal addition of chemical additives harmful to humans and the environment, strengthen the research and development of recyclable and easily recyclable products, and effectively increase the supply of green products.

3. Accelerate the improvement of the cyclic reuse system for logistics turnover boxes

(4) Promote pilot demonstrations of cyclic reuse of logistics turnover boxes. Local transportation departments should include the cyclic reuse of standardized logistics turnover boxes as an important content in the construction pilot of a strong transportation country, urban green freight distribution demonstration projects, and rural logistics service brand creation, promoting the cyclic reuse of standardized logistics turnover boxes to take the lead in pilot provinces, demonstration cities, and pilot projects. By promoting the application of standardized vehicles, standardized pallets, and standardized turnover boxes, improve the modernization and standardization level of transportation equipment. Actively guide related enterprises to continuously optimize operation management in warehousing, transportation, and other links, achieve "zero box transfer" operations from the picking of agricultural products at the origin to sales at the destination, reduce manual labor in warehousing and transfer links, realize mechanized and automated loading and unloading, greatly improve logistics efficiency, and reduce logistics costs. Continuously summarize pilot demonstration work experience, accelerate the replication and promotion of typical models, gradually establish a national cyclic system for standardized logistics turnover boxes, promote development from regional to nationwide layout, improve utilization efficiency, and reduce usage costs.

(5) Fully leverage the demonstration and leading role of leading backbone enterprises. Encourage and guide leading backbone enterprises in transportation, chain supermarkets, large trade markets, logistics warehousing, e-commerce and postal express, agricultural materials circulation, etc., to promote the use of standardized logistics turnover boxes, increase the application ratio of cyclic reuse of logistics turnover boxes, gradually establish a cyclic use system between production, warehousing, transfer, and consumption, gradually expand from small cycles point-to-point to large cycles among multiple outlets, so that turnover boxes' wide application in logistics better serves and supports the national economic cycle of social production, circulation, and consumption. Encourage enterprises to use integrated packaging for goods and logistics, establish a recyclable logistics distribution container recovery system, and achieve rapid and efficient cyclic turnover of standardized logistics turnover boxes.

(6) Promote joint operation and cooperation among upstream and downstream enterprises in the supply chain. Take effective measures to guide upstream and downstream enterprises such as manufacturing, trade circulation, logistics distribution, and postal express to strengthen cooperation, promote the establishment of a standardized logistics turnover box industry alliance, facilitate integrated operation and collaborative sharing among supply chain entities, elements, and links, cultivate and expand the ecosystem, strengthen and enlarge the industrial chain, and jointly cultivate and expand the production, research and development, and cyclic reuse market of standardized logistics turnover boxes. Encourage qualified enterprises to carry out standardized logistics turnover box leasing services.

4. Increase the application of information technology and the construction of supporting facilities

(7) Increase the promotion and application of information technology. Actively guide logistics turnover box production and circulation enterprises to build logistics turnover box information systems, strengthen dynamic monitoring and management of logistics turnover box usage. Encourage logistics turnover boxes to adopt advanced technologies such as the Internet of Things, 5G, and Radio Frequency Identification (RFID), improve supporting facilities and equipment for goods receipt, dispatch, and transportation circulation links, realize full-chain monitoring and traceability of products such as fruits and vegetables from production to final consumption, and ensure food safety.

(8) Gradually improve the supporting facilities for logistics turnover boxes. When planning and constructing logistics parks, freight stations, cold chain facilities, and agricultural product origin storage facilities, localities should comprehensively consider the demand for standardized logistics turnover boxes, improve related supporting facilities, expand various service functions, meet the service needs of storage, loading and unloading, maintenance, disinfection, and pre-cooling of logistics turnover boxes, ensure the cleanliness and hygiene of logistics turnover boxes, and provide effective support for the promotion and application of standardized logistics turnover boxes.

5. Strengthen policy support and publicity guidance

Relevant departments in various regions should attach great importance to the promotion and application of standardized logistics turnover boxes, regard it as a powerful tool to build a modern logistics system, promote cost reduction and efficiency improvement in the logistics industry, accelerate green development transformation, and support the construction of a new development pattern. It should be included in the relevant special plans of the "14th Five-Year Plan", implement responsibility division, adopt encouraging and supportive policies, exempt vehicles transporting standardized turnover boxes that meet the "green channel" policy requirements for fresh agricultural products from vehicle tolls, and guide the promotion and application of standardized logistics turnover boxes. The roles of industry associations such as the China Federation of Logistics & Purchasing, China Road Transport Association, China Express Association, China Warehousing and Distribution Association, China Packaging Federation, China Container Industry Association, China Fruit Marketing Association, and China Circular Economy Association should be fully utilized to strengthen publicity and training for the promotion and application of standardized logistics turnover boxes, innovate application scenarios, expand application scope, and create favorable policy and market environments for the promotion and application of standardized logistics turnover boxes.
