[High-Quality Development] 28 Measures: Xiamen Creates a "Xiamen Model" for High-Quality Development in Manufacturing

Manufacturing is the top priority for high-quality development. To promote "Xiamen Manufacturing" to achieve high-quality development first under the new development pattern and strengthen the foundation of the real economy, recently, the Market Supervision Administration of Xiamen City, Fujian Province, issued the "Several Measures to Promote High-Quality Development of Manufacturing" (hereinafter referred to as the "Measures"). The city has taken the lead in launching 28 policy measures from six aspects: standards, quality, certification, technical services, intellectual property, and business environment, focusing on enhancing the development level and competitive advantage of manufacturing, creating a "Xiamen Model" for high-quality manufacturing development.

Standards Lead to Cultivate and Build a "Leading Flock"

The "Measures" propose strengthening the promotion of standard policies, standard consultation and interpretation, and standard information services to help more enterprises continuously improve their standard levels. It guides enterprises and institutions to formulate and revise international standards, national standards, and industry standards, striving to win the China and Fujian Province Standard Contribution Awards and become standard "leaders." Units that develop international standards, national standards, and industry standards will receive maximum subsidies of 1 million yuan, 500,000 yuan, and 400,000 yuan respectively; units that win the China and Fujian Province Standard Innovation Contribution Awards will receive maximum rewards of 500,000 yuan and 300,000 yuan respectively; national and provincial (municipal) standardization pilot demonstration projects that pass acceptance will receive maximum subsidies of 250,000 yuan and 150,000 yuan respectively; enterprises that are standard "leaders" will receive a one-time subsidy of 50,000 yuan; projects meeting standards will receive subsidies of 5,000 yuan per project.

Quality Improvement to Build Quality Competitive Advantage

The "Measures" clarify that through chief quality officer training, promotion of advanced quality management methods, selection of quality improvement projects, and implementation of government quality reward policies, the quality management level and quality competitiveness of Xiamen manufacturing enterprises will be comprehensively improved. This year, public training for chief quality officers will be held in six industries, and extensive on-site public quality management diagnostics will be conducted. Nearly 20 quality improvement projects from all sectors of society will be selected and cultivated, with funding support for key annual improvement plans. Guidance and assistance will be provided to leading enterprises to compete for government quality awards at all levels. Organizations winning the "China Quality Award" and "China Quality Award Nomination" will receive one-time rewards of 3 million yuan and 2 million yuan respectively; those winning the "Fujian Provincial Government Quality Award" and its nomination will receive one-time rewards of 1 million yuan and 500,000 yuan respectively; organizations winning the "Xiamen Quality Award" will receive a one-time reward of 1.5 million yuan.

Quality Certification to Accelerate Transformation and Upgrading

The "Measures" propose vigorously promoting quality certification services including enterprise management system certification and high-end product and service quality certification, guiding manufacturing enterprises to improve the supply quality of products and services through internationally accepted certification methods. This year, certification exchange training will be held, enterprise guidance and assistance activities will be carried out, and enterprises will be actively guided to carry out certifications for quality, environment, occupational health, food safety, hazard analysis and critical control points, energy management, information security management systems, as well as high-end quality certifications such as low carbon, green, energy-saving, water-saving, environmental protection, and building energy efficiency. Leveraging the "green channel" for quality certification, enterprises will accelerate their transformation and upgrading, achieving counter-trend development amid the current complex and severe macroeconomic situation.

Collaborative Services to Carefully Nurture Enterprise Development

The "Measures" propose deepening the service of technical commissioners stationed in enterprises, expanding the open sharing of laboratories, guiding and assisting enterprise laboratories to obtain CNAS accreditation and CMA qualification and conduct on-site inspection and testing, targeting industrial "bottleneck" technical problems for joint research, deepening business cooperation with domestic and foreign testing and certification institutions, building a high-tech service cluster for inspection and testing, promoting the construction of the BRICS Quality Infrastructure Innovation Base, and providing "doorstep" and "one-stop" technical support and collaborative services for manufacturing. In addition, this year, the verification and calibration of enterprise measuring instruments, entrusted product quality inspection and testing projects, and special equipment inspection projects in Xiamen will be charged at 60% of the standard fee.

Intellectual Property to Protect and Promote Independent Innovation

The "Measures" propose leveraging the key industry intellectual property operation investment fund and the Xiamen "Belt and Road" intellectual property operation guidance fund, strengthening intellectual property talent training and support, guiding enterprises to create and utilize intellectual property through patent analysis and evaluation, patent navigation, high-value patent cultivation, trademark brand economy, intellectual property pledge, etc., and accelerating high-quality patent layout. It promotes the establishment of intellectual property alliances in key industries, supports key parks, industrial clusters, public welfare institutions, industry associations, and industrial alliances to build intellectual property rights protection workstations, improves overseas rights protection assistance mechanisms, advances the construction of intellectual property service clusters, and internalizes the "intangible" intellectual property into Xiamen's innovation vitality through full-chain intellectual property protection and services.

Business Environment to Fully Optimize the Development Environment

The "Measures" clarify expanding the "One-Stop" platform service items for starting enterprises and the full-cycle service capabilities for enterprise existence, implementing "one day, one window, zero charge" for enterprise startup, and accelerating the market entry speed of manufacturing enterprises. The city will replicate and promote full coverage of the "separation of permits and licenses" reform, breaking down market access barriers for manufacturing enterprises. A green channel for market access for enterprises switching from export to domestic sales will be opened to support enterprises in market expansion. Credit risk classification supervision will be implemented, and a "no disturbance if no problem" system will be piloted to minimize direct intervention in normal business activities. Civilized and flexible law enforcement will be promoted, with no penalties for minor or first-time violations. Strengthening anti-monopoly and anti-unfair competition law enforcement, fully implementing the fair competition review system, creating a favorable environment for high-quality manufacturing development.
