Guangdong promotes the enhancement action for quality management system certification of small and micro enterprises


At the event themed "I Do Practical Things for the People — Certification, Accreditation, Inspection, and Testing in Action" held by the Guangdong Provincial Market Supervision Administration, a relevant official introduced that since the beginning of this year, the Guangdong Provincial Market Supervision Administration has launched an initiative to enhance the quality management system certification for small and micro enterprises as an important measure to promote high-quality development, stabilize the economy, and fulfill the "six guarantees" tasks. This initiative is also part of the Party history learning and education practice activity "I Do Practical Things for the People." During the event, the Guangdong Provincial Market Supervision Administration invited senior certification experts to provide training for small and micro enterprises across the province. Currently, over 220,000 participants have joined the training, setting a new record for the highest number of online participants in a single session of similar activities.

In recent years, Guangdong's inspection, testing, certification, and accreditation work has been proactive and has effectively served the overall economic and social development. In supporting epidemic prevention and control needs and assisting enterprises in resuming work and production, Guangdong's epidemic prevention product testing qualification institutions have undertaken 40% of the national testing tasks for protective clothing and masks, ranking first in the country; certificate validity periods have been extended until three months after the end of Guangdong's epidemic prevention emergency response, benefiting more than 8,000 enterprises with expiring certificates by establishing a CCC exemption green channel, reducing processing time from 5 working days to 2 working days. Throughout the year, 2,017 enterprises were issued 10,471 exemption certificates, facilitating customs clearance for related imported goods.

In streamlining regulatory mechanisms and improving regulatory efficiency, The Guangdong Provincial Market Supervision Administration organized random inspections on the validity of CCC certification for 70 batches of lighting products and conducted inspections on 199 voluntarily certified enterprises and 17 related certification bodies; in 2020, the provincial market supervision system, together with various industry authorities, conducted provincial-level qualification accreditation supervision and random inspections on 1,632 institutions in key regulatory areas such as ecological environment, motor vehicles, and food. Among these, 579 institutions were ordered to make corrections, and 34 institutions were subject to case investigations and penalties.

In fulfilling main responsibilities and regulating industry order, The Guangdong Provincial Market Supervision Administration has organized free quality management system certification training widely for small and medium-sized enterprises across the province for two consecutive years, conducting a total of 144 free training sessions and training more than 20,000 enterprise quality management personnel. This further guides enterprises to enhance quality management awareness and capabilities, promotes the application of advanced quality management systems and methods, and drives Guangdong to rank first nationwide in both the number of new quality management system certification certificates and the cumulative total.

Recently, the Ministry of Industry and Information Technology issued the latest revised "Administrative Measures for the Tiered Cultivation of High-Quality Small and Medium-Sized Enterprises" (hereinafter referred to as the "Measures"), which have expanded the scope of cultivation by including technology-based SMEs in the tiered cultivation system for the first time. In the future, the tiered system for high-quality SMEs will encompass technology- and innovation-driven SMEs, specialized, refined, distinctive, and innovative SMEs, and "Little Giant" enterprises that are specialized, refined, distinctive, and innovative. The "Measures" will take effect from April 1, 2026.


Five departments jointly issued the "Guiding Opinions on Carrying Out the Construction of Zero-Carbon Factories."

Recently, five departments—the Ministry of Industry and Information Technology, the National Development and Reform Commission, the Ministry of Ecology and Environment, the State-owned Assets Supervision and Administration Commission of the State Council, and the National Energy Administration—jointly issued the "Guiding Opinions on Promoting the Construction of Zero-Carbon Factories" (MIIT Joint [2026] No. 13, hereinafter referred to as the "Guiding Opinions"). These opinions aim to tap deeply into the potential for energy conservation and carbon reduction in the industrial and information technology sectors, drive carbon reduction and efficiency improvements in key industries, promote a green and low-carbon transformation, and foster the development of new-quality productive forces.
