Beijing conducts service quality inspections for medical and elderly care integration institutions

On June 18, the Beijing Municipal Health Commission and the Municipal Civil Affairs Bureau jointly issued the "Notice on Carrying out the 2021 Medical and Nursing Combined Institutions Medical and Health Service Quality Improvement Action," deploying medical and health service quality inspections for medical and nursing combined institutions in the city.
According to the notice, this year a comprehensive medical and health service quality inspection will be carried out citywide for medical and nursing combined institutions (referring to medical and health institutions or elderly care institutions that possess both medical and health qualifications and elderly care service capabilities). Problems and deficiencies will be identified, rectification directions and content clarified, to promote the improvement of medical and health service quality in medical and nursing combined institutions.

The two departments require that medical and nursing combined institutions strictly implement all laws, regulations, normative documents, and standards related to medical management; implement core systems for medical quality and safety management; configure departments, personnel, and facilities according to relevant requirements; strengthen service management according to relevant guidelines; and standardize the provision of medical and health services. The informatization construction of medical and nursing combined institutions will be strengthened, relying on the municipal and district-level elderly health and medical-nursing combined service guidance centers, expanding pilot projects for remote collaborative services in medical and nursing combined institutions, and improving the level of medical and health services. Medical and nursing combined institutions must maintain normalized epidemic prevention and control and infectious disease prevention and control work, strengthen the organization and mobilization of vaccination against COVID-19 for management personnel and elderly residents, and increase vaccination rates; strictly implement epidemic prevention and control deployments, work specifications, and guidelines, effectively implementing all epidemic prevention and control measures; strengthen infection management and infectious disease prevention and control in medical and nursing combined institutions to reduce the risk of cross-infection within these institutions.
The city will continue to improve monitoring work for medical and nursing combined institutions and enhance monitoring quality. It will strengthen capacity building for management personnel, medical and health professionals, nursing staff, and other personnel in medical and nursing combined institutions, increase training efforts; implement training projects to improve the capabilities of talents in medical and nursing combined institutions, providing continuing education for management and service personnel.
