Approved as a "Three-Same" Vice Chairman Unit


United Zhiyie Certification Company passed the audit of the "Same Line, Same Standard, Same Quality" promotion alliance for export products' domestic and foreign sales, and was approved as the Vice Chairman Unit of the "Same Line, Same Standard, Same Quality" Promotion Alliance (referred to as the "Three-Same Alliance"), opening a new chapter in the work under the new situation of the "Three-Same" project.


Three-Same Alliance

 

In December 2016, with the support of the National Certification and Accreditation Administration, the "Same Line, Same Standard, Same Quality" Promotion Alliance for export products' domestic and foreign sales was jointly initiated and established by the China Inspection and Quarantine Science Research Institute under the State Administration for Market Regulation, China Entry-Exit Inspection and Quarantine Association, Certification and Accreditation Technology Research Center, Development Research Center, five chambers of commerce under the Ministry of Commerce including China Chamber of Commerce for Import and Export of Textiles, China Chamber of Commerce for Import and Export of Light Industrial Products and Arts-Crafts, China Chamber of Commerce of Metals, Minerals & Chemicals Importers & Exporters, China Chamber of Commerce of Foodstuffs, Native Produce & Animal By-Products, China Chamber of Commerce for Import and Export of Machinery and Electronic Products, as well as General Technology Inspection, Testing and Certification (Group) Co., Ltd. under the State-owned Assets Supervision and Administration Commission and China General Chamber of Commerce. It is voluntarily composed of export enterprises, certification bodies, scientific research institutions, and related social service organizations, and accepts business guidance from the State Administration for Market Regulation and the Ministry of Commerce. The alliance has set up a Strategic Advisory Committee and professional committees for inspection, testing and certification, standards, commerce, and supply chain, cooperating with government departments and organizing alliance members to jointly carry out the "Three-Same" project.


Policy Orientation

 

In October 2020, the "Suggestions of the Central Committee of the Communist Party of China on Formulating the 14th Five-Year Plan for National Economic and Social Development and the Long-Range Objectives Through the Year 2035" clearly pointed out the need to promote domestic and international dual circulation and advance the "Same Line, Same Standard, Same Quality".

 

In March 2021, the Government Work Report of the Fourth Session of the 13th National People's Congress proposed encouraging enterprises to innovate products and services, facilitate market access for new products, and promote "Same Line, Same Standard, Same Quality" for domestic and foreign trade products. The "Three-Same" project is an important measure to accelerate the construction of a new development pattern with domestic circulation as the main body and domestic and international dual circulation. It serves as a powerful tool for export enterprises to shift to domestic sales, helping them utilize both international and domestic resources, coordinate international and domestic markets, combat the impact of the pandemic and globalization backlash, and serve high-quality development.


Serving Enterprises

 

The "Three-Same" Public Information Service Platform is open to enterprises in food agricultural products, general consumer goods, and industrial products. Enterprises can make self-declarations or entrust third-party organizations to conduct relevant quality evaluations of their products in compliance with the relevant standards of China and the importing countries (regions). They can join the "Three-Same" information platform to disclose enterprise and product information, connect with various business platforms, guide consumption, and accept social supervision.

 

Nearly 3,000 "Three-Same" food agricultural product enterprises have joined the "Three-Same" Public Information Service Platform. In 2021, the Three-Same Alliance will launch a batch of "Three-Same" consumer goods enterprises in industries such as home appliances, toys, furniture, clothing, footwear, bags, ceramics, sports goods, and kitchenware, characterized by large market demand, strong quality management, strict implementation of standards, stable production control, and good social reputation.

 


Significant Importance

 

Promoting "Same Line, Same Standard, Same Quality" helps shorten the "quality gap" and "trust gap" caused by differences in standards and management requirements between domestic and foreign markets. It is an important measure to advance supply-side reform and implement quality improvement actions, as well as a practical action to assist export enterprises in coping with changes in domestic and foreign markets and improving consumer livelihood. For consumers, it can improve consumption quality and meet domestic mid-to-high-end demand; consumers can buy products of the same high quality as the international market without leaving the country. For enterprises, it helps improve product and service quality, expand market space, and reduce cost risks. For the country, it optimizes the domestic supply and demand structure, guides consumption backflow, and drives the accelerated quality upgrading of related domestic industries.


Work Outlook

 

As the Vice Chairman Unit of the alliance, United Zhiyie Certification Company will fully play the role of a bridge and link for industry organizations. Under the guidance, direction, and regulation of government authorities, it will work with alliance members in a self-disciplined, autonomous, and self-initiated manner to jointly carry out related work of the "Three-Same" project.

In the future, the tiered system for high-quality SMEs will encompass technology- and innovation-driven SMEs, specialized, refined, distinctive, and innovative SMEs, and "Little Giant" enterprises that are specialized, refined, distinctive, and innovative. The "Measures" will take effect from April 1, 2026.


Five departments jointly issued the "Guiding Opinions on Carrying Out the Construction of Zero-Carbon Factories."

Recently, five departments—the Ministry of Industry and Information Technology, the National Development and Reform Commission, the Ministry of Ecology and Environment, the State-owned Assets Supervision and Administration Commission of the State Council, and the National Energy Administration—jointly issued the "Guiding Opinions on Promoting the Construction of Zero-Carbon Factories" (MIIT Joint [2026] No. 13, hereinafter referred to as the "Guiding Opinions"). These opinions aim to tap deeply into the potential for energy conservation and carbon reduction in the industrial and information technology sectors, drive carbon reduction and efficiency improvements in key industries, promote a green and low-carbon transformation, and foster the development of new-quality productive forces.
