United Intelligence was invited to lecture at the Heilongjiang Province Industrial Energy Saving Training Conference

On July 14, the Heilongjiang Provincial Department of Industry and Information Technology organized the 2021 annual provincial industrial energy conservation inspection and diagnosis business training meeting. Nearly 100 representatives from municipal (regional) industry and information technology bureaus, Heilongjiang Energy Conservation Testing Center, and energy conservation diagnosis service agencies participated. United Zhiyie was invited to give a lecture.

Representatives from United Zhiyie lectured at the meeting on the basic concepts and policies of "carbon peaking and carbon neutrality," the basic international and domestic situation, as well as the impact on the future development of enterprises and positive response strategies. They also shared typical cases, common problems, and best practices of industrial energy conservation diagnosis services.

This training focused on laws and regulations related to industrial energy conservation and green development, standards, energy consumption quota inspection content, methods, and tiered electricity pricing policies for key industries such as steel and cement; inspection content and methods for energy efficiency improvement of key energy-consuming products and equipment; and energy conservation diagnosis technical specifications. Trainees conducted thorough discussions on issues encountered during inspections and law enforcement requirements.
Through this training, everyone further recognized the important role of energy conservation inspection in promoting industrial energy conservation and green development; deeply understood the overall requirements of policies such as industry energy consumption benchmarking and elimination of outdated equipment; and promoted business exchanges among industrial energy conservation inspection agencies at all levels, improving the capabilities of industrial energy conservation inspection personnel.

In the future, the tiered system for high-quality SMEs will encompass technology- and innovation-driven SMEs, specialized, refined, distinctive, and innovative SMEs, and "Little Giant" enterprises that are specialized, refined, distinctive, and innovative. The "Measures" will take effect from April 1, 2026.
Recently, five departments—the Ministry of Industry and Information Technology, the National Development and Reform Commission, the Ministry of Ecology and Environment, the State-owned Assets Supervision and Administration Commission of the State Council, and the National Energy Administration—jointly issued the "Guiding Opinions on Promoting the Construction of Zero-Carbon Factories" (MIIT Joint [2026] No. 13, hereinafter referred to as the "Guiding Opinions"). These opinions aim to tap deeply into the potential for energy conservation and carbon reduction in the industrial and information technology sectors, drive carbon reduction and efficiency improvements in key industries, promote a green and low-carbon transformation, and foster the development of new-quality productive forces.
This standardization effort will provide an in-depth interpretation of the new version of the rules and systematically analyze the significant changes and implementation requirements of the new rules in areas such as audit procedures, responsibilities of top management, evidence management, and risk control.
