To further optimize China's food and agricultural product certification system and promote the implementation of the Hazard Analysis and Critical Control Points (HACCP) system certification, the Certification and Accreditation Administration recently issued and implemented the new version of the "Hazard Analysis and Critical Control Points (HACCP) System Certification Implementation Rules," with a transition period from now until December 31, 2022.

Announcement by the Certification and Accreditation Administration on the Release of the New Version of the "Hazard Analysis and Critical Control Points (HACCP) System Certification Implementation Rules"
To further optimize China's food and agricultural product certification system and promote the implementation of the Hazard Analysis and Critical Control Points (HACCP) system certification, in accordance with the "Food Safety Law of the People's Republic of China," the "Regulations on Certification and Accreditation of the People's Republic of China," and other regulations, the Certification and Accreditation Administration has organized the integration of the HACCP system certification for dairy product manufacturers and food enterprises into a single HACCP system certification. The "Implementation Rules for HACCP System Certification of Dairy Product Manufacturers (Trial)" (Certification and Accreditation Administration Announcement No. 16 of 2009), the "Implementation Rules for HACCP System Certification of Food Enterprises" (Announcement No. 35 of 2011), the "Announcement on Improving the Requirements for Hazard Analysis and Critical Control Points (HACCP) System Certification" (Announcement No. 25 of 2015), and the "Announcement on Updating the Certification Basis for Hazard Analysis and Critical Control Points (HACCP System)" (Announcement No. 17 of 2018) (hereinafter referred to as the old versions of the "Implementation Rules for HACCP System Certification of Dairy Product Manufacturers (Trial)" and the "Implementation Rules for HACCP System Certification of Food Enterprises") have been integrated and revised. The revised new version of the "Hazard Analysis and Critical Control Points (HACCP) System Certification Implementation Rules" (hereinafter referred to as the new version of the "HACCP System Certification Implementation Rules") is hereby published, and the relevant matters are announced as follows:
1. The new version of the "HACCP System Certification Implementation Rules" shall come into effect from the date of publication.
2. From the date of this announcement until December 31, 2022, is the transition period. During the transition period, certification bodies may implement certification according to either the new version of the "HACCP System Certification Implementation Rules" or the old versions of the "Implementation Rules for HACCP System Certification of Dairy Product Manufacturers (Trial)" and the "Implementation Rules for HACCP System Certification of Food Enterprises." All HACCP certification bodies should promptly revise their management system documents based on the new version of the "HACCP System Certification Implementation Rules" and carry out promotion and training on the new rules.
3. From January 1, 2023, for enterprises newly applying for HACCP system certification, certification bodies shall implement HACCP system certification according to the new version of the "HACCP System Certification Implementation Rules."
4. Enterprises certified under the old versions of the "Implementation Rules for HACCP System Certification of Dairy Product Manufacturers (Trial)" and the "Implementation Rules for HACCP System Certification of Food Enterprises" shall have their certification converted by the issuing certification bodies in conjunction with supervision or recertification audit activities.
5. Announcements No. 16 of 2009, No. 35 of 2011, No. 25 of 2015, and No. 17 of 2018 by the Certification and Accreditation Administration shall be repealed as of January 1, 2023.

The "Measures" will take effect from April 1, 2026.
Recently, five departments—the Ministry of Industry and Information Technology, the National Development and Reform Commission, the Ministry of Ecology and Environment, the State-owned Assets Supervision and Administration Commission of the State Council, and the National Energy Administration—jointly issued the "Guiding Opinions on Promoting the Construction of Zero-Carbon Factories" (MIIT Joint [2026] No. 13, hereinafter referred to as the "Guiding Opinions"). These opinions aim to tap deeply into the potential for energy conservation and carbon reduction in the industrial and information technology sectors, drive carbon reduction and efficiency improvements in key industries, promote a green and low-carbon transformation, and foster the development of new-quality productive forces.
This standardization effort will provide an in-depth interpretation of the new version of the rules and systematically analyze the significant changes and implementation requirements of the new rules in areas such as audit procedures, responsibilities of top management, evidence management, and risk control.
