To thoroughly implement the decisions and deployments of the Party Central Committee and the State Council on improving the market environment and quality, and building a competitive and orderly modern market system, and to maintain a fair competition certification market order, the State Administration for Market Regulation (Certification and Accreditation Administration) recently issued the "Notice on the Launch and Operation of the On-site Audit Network Sign-in Supervision System for Certification Personnel" (hereinafter referred to as the "Notice"). The aim is to utilize new internet technologies and applications to further enhance regulatory efficiency, strengthen the standardized management of certification bodies and auditors, promote the construction of intelligent supervision in the certification field, and strive to establish a long-term and effective certification supervision mechanism.
The "Notice" points out that the on-site audit network sign-in supervision system for certification personnel will begin trial operation on September 15, 2021, and officially operate from December 1, 2021. The current usage fields are quality management systems, environmental management systems, and occupational health and safety management systems. Certification auditors must sign in through the network system when conducting on-site certification audits, and the system will automatically record the auditor's sign-in location, time, and other information.
On-site certification audit is a key link in the certification implementation process and a major risk point affecting certification validity. Previously, there were frequent reports from the public about illegal acts such as certification auditors not attending the audit site, seriously affecting the fairness and credibility of certification. The operation of this system transforms the single offline supervision into integrated online and offline supervision, changes passive supervision into active supervision, effectively curbing issues such as auditors not attending the site, continuously regulating the certification market order, and improving the effectiveness and credibility of certification.

These opinions aim to tap deeply into the potential for energy conservation and carbon reduction in the industrial and information technology sectors, drive carbon reduction and efficiency improvements in key industries, promote a green and low-carbon transformation, and foster the development of new-quality productive forces.
