Nowadays, there are too many new concepts, new theories, new methods, and new tools in quality management constantly surrounding us, entering our vision through various information channels. From numerous classic cases, it is clear that quality management is not so mysterious. The experience of many successful enterprises can be summarized in six words: repeatedly grasp, grasp repeatedly. Management is just that simple.
01. Why "repeatedly grasp"
In an enterprise with a certain scale, relatively stable business, and relatively sound systems, we all have the experience that for some important tasks, repeated emphasis is necessary. Not only must the purpose and significance of the work be clearly explained, but also the ways and methods to do the work well must be conveyed to ensure no deviation during execution. Repeatedly grasping also means gradually refining and continuously advancing. Through repeated grasping, some tasks gradually progress from low to high level, expand from small scope to large scope, and improve from low to high standards.
Practice has also proven:
• Only by repeatedly grasping can the enterprise's various systems be implemented and various work matters be carried out;
• Only by repeatedly grasping can employees' bad habits be changed, everyone's professional quality be improved, and thus enhance the professionalism of the workforce;
• Only by repeatedly grasping can the prescribed processes be solidified and gradually optimized;
• Only by repeatedly grasping can a good atmosphere gradually form, and a good corporate culture be built.
"Repeatedly grasping" is the necessary path to achieve the qualitative change from quantitative management, which is the understanding that we managers should have.
02. Why "grasp repeatedly"
Repeatedly grasping and grasping repeatedly are dialectically unified. Repeatedly grasping means continuously emphasizing and strengthening the work, while grasping repeatedly is to solve problems that arise during the repeated grasping process. Some problems in the work are solved through our repeated emphasis and the work progresses, but after a while, the same problems occur again, so we need to grasp repeatedly. Grasping repeatedly is a necessary means to achieve spiral upward management, which is a principle managers should understand.
The process of grasping repeatedly is also a process of managers reflecting. The questions to consider are:
• Why did this problem reoccur?
• Is it a personnel issue or a system issue?
• Is it a management loophole or inadequate supervision?
• Is it a gap in training and education or insufficient economic penalties?
• What measures should be taken to prevent recurrence in the future?
These questions require serious reflection by managers. During the process of grasping repeatedly, we improve our management and also enhance the managers' own abilities.
03. How to "repeatedly grasp and grasp repeatedly"
We should clearly recognize that in today's workplace, especially in traditional manufacturing enterprises' heavy labor positions, the professional ability of the workforce is generally poor, and professional quality urgently needs improvement. This is the reality managers must face. Leading the team well and managing people properly is an important responsibility of managers. How to apply the working method of "repeatedly grasp and grasp repeatedly"?
First, execution of systems must be strict. Most enterprise systems have been revised and improved over many years and are highly targeted. Wherever the system has clear provisions, managers at all levels must strictly follow the system; where the system has no clear provisions and exceeds personal authority, approval procedures must be followed. Whether department, branch company, workshop, or office managers, none can arbitrarily change the system.
Second, start from the overall situation of the enterprise. The overall situation is the direction, and the direction cannot be wrong. Some problems may be handled appropriately in a workshop, office, or unit, but from the perspective of the entire enterprise, it is wrong. Some problems are principled and cannot be flexible, such as theft. Regardless of the value of the stolen items, such behavior is absolutely intolerable in the enterprise. Therefore, when handling similar issues, managers at all levels must not be lenient.
Third, improve managers' management capabilities. Repeatedly grasping and grasping repeatedly is a working method. Repeatedly grasping emphasizes managers' initiative and sense of responsibility; grasping repeatedly emphasizes managers' decisiveness and sense of responsibility. Repeatedly grasping requires vigor, grasping repeatedly requires perseverance. Therefore, we must continuously improve management ability in practice, not only be proactive and enterprising but also manage boldly and solve problems.

Based on the strategic plan proposed by the headquarters, United Zhiye takes the upgrade of its product system as a key driver to build a three-tiered business structure—comprising “zero-carbon factory solutions + carbon-related products + integrated comprehensive services”—and thereby develop end-to-end service capabilities. The original enterprise’s integrated approach to low-carbon development has been upgraded to an integrated approach to zero-carbon development, which we regard as a milestone event. While the zero-carbon factory business focuses on deepening engagement in the manufacturing sector, the integrated approach to zero-carbon enterprise development transcends industry boundaries, extending its reach to the service sector and thus covering a broader scope of services.
Recently, the Ministry of Industry and Information Technology issued the latest revised "Administrative Measures for the Tiered Cultivation of High-Quality Small and Medium-Sized Enterprises" (hereinafter referred to as the "Measures"), which have expanded the scope of cultivation by including technology-based SMEs in the tiered cultivation system for the first time. In the future, the tiered system for high-quality SMEs will encompass technology- and innovation-driven SMEs, specialized, refined, distinctive, and innovative SMEs, and "Little Giant" enterprises that are specialized, refined, distinctive, and innovative. The "Measures" will take effect from April 1, 2026.
Recently, five departments—the Ministry of Industry and Information Technology, the National Development and Reform Commission, the Ministry of Ecology and Environment, the State-owned Assets Supervision and Administration Commission of the State Council, and the National Energy Administration—jointly issued the "Guiding Opinions on Promoting the Construction of Zero-Carbon Factories" (MIIT Joint [2026] No. 13, hereinafter referred to as the "Guiding Opinions"). These opinions aim to tap deeply into the potential for energy conservation and carbon reduction in the industrial and information technology sectors, drive carbon reduction and efficiency improvements in key industries, promote a green and low-carbon transformation, and foster the development of new-quality productive forces.
This standardization effort will provide an in-depth interpretation of the new version of the rules and systematically analyze the significant changes and implementation requirements of the new rules in areas such as audit procedures, responsibilities of top management, evidence management, and risk control.
