To further promote the role of service certification in driving the high-quality development of the service industry and to promote the widespread application of service certification in the national economy and social development, under the guidance of the Certification Supervision Department of the State Administration for Market Regulation, the China Consumer Goods Quality and Safety Promotion Association held the 2021 National Service Certification Experience Exchange Event in Lanzhou, Gansu from July 15 to 16, summarizing excellent certification cases, promoting successful certification experiences, and building a platform for service certification exchange and cooperation.
Growing demand for service certification in emerging industries
In recent years, focusing on assisting the supply-side structural reform of the service industry and promoting the high-quality development of the service industry, service certification has developed healthily and orderly, achieving positive results and maintaining a rapid growth trend.
As of the end of June 2021:
429 certification bodies with service certification qualifications
More than 48,000 valid service certification certificates
Nearly 40,000 certified enterprises
The number of service certification bodies increased 4.2 times compared to 2018, and certificates increased 8.5 times
From the perspective of service certification issuance, firstly, in the livelihood sector, after-sales service certification for goods and financial services (bank business outlets) certification have consistently ranked at the top in recent years. The number of valid certificates in these two fields accounts for half of the total service certification certificates.
Service certification projects such as maternal and infant care, elderly care, and health preservation have steadily increased, with market recognition and acceptance gradually improving. Especially during the pandemic, many certified organizations, due to standardized management, further gained consumers' trust and significantly increased their business volume. Secondly, the integration development of the service industry and emerging fields is showing a good momentum.
With the development of informatization, intelligence, networking, and digital industries, traditional service and manufacturing industries are entering the path of digital transformation.

Many service certification bodies have keenly seized development opportunities, actively explored and taken initiative, continuously optimized the supply of service certification systems, and a number of new service certification projects have emerged, including digital construction services, energy-saving services for green data centers of public institutions, digital copyright protection services, and air transport services. These have actively explored the integration and innovation of service certification with advanced manufacturing and high-tech service industries, achieving very good results.
Consumption upgrade drives enterprise service certification
During the "14th Five-Year Plan" period, the development of service certification faces both opportunities and challenges. Under the new development pattern with domestic circulation as the main body and domestic and international dual circulation mutually promoting each other, the scale and quality improvement of the service economy provide a broader market for the development of service certification. The upgrade of service consumption further accelerates the development of service certification, and the COVID-19 pandemic has accelerated the vigorous development of the digital service economy. These are all good opportunities for the development of service certification.
Facing new opportunities, the development of service certification also faces significant challenges, such as insufficient supply level of service certification, urgent need to improve the professional capabilities of institutions and personnel, and the need to strengthen research on service certification standards, technology, and basic systems.
A relevant person in charge of the Certification Supervision Department of the State Administration for Market Regulation stated that the next step in service certification work should adhere to demand orientation and strive to improve supply capacity.
Guided by market demand to enhance service supply capacity, stimulating market demand through improved service supply capacity, forming a higher-level dynamic balance of supply creating demand and demand driving supply, and providing high-quality service certification to serve the high-quality development of the economy and society.

Recently, five departments—the Ministry of Industry and Information Technology, the National Development and Reform Commission, the Ministry of Ecology and Environment, the State-owned Assets Supervision and Administration Commission of the State Council, and the National Energy Administration—jointly issued the "Guiding Opinions on Promoting the Construction of Zero-Carbon Factories" (MIIT Joint [2026] No. 13, hereinafter referred to as the "Guiding Opinions"). These opinions aim to tap deeply into the potential for energy conservation and carbon reduction in the industrial and information technology sectors, drive carbon reduction and efficiency improvements in key industries, promote a green and low-carbon transformation, and foster the development of new-quality productive forces.
This standardization effort will provide an in-depth interpretation of the new version of the rules and systematically analyze the significant changes and implementation requirements of the new rules in areas such as audit procedures, responsibilities of top management, evidence management, and risk control.
