On November 10, 2021, Secretary-General Guo of the "Same Line, Same Standard, Same Quality" Promotion Alliance (hereinafter referred to as the Three-Same Alliance) and Dr. Wu from the Technical Center of the Certification and Accreditation Administration visited United Wisdom Certification for inspection and exchange. Meng Yongge, General Manager of United Wisdom Certification Company, Liu Chunxiang, Head of Headquarters Business, Zheng Xiaoyan, Executive Deputy Director of the Quality Management Department, and other leaders warmly welcomed Secretary-General Guo and his delegation. Heads of functional departments of United Wisdom Certification also participated in this exchange meeting.

Meng Yongge, General Manager of United Wisdom Certification Company, first warmly welcomed Secretary-General Guo and his delegation for their inspection and guidance at our company. He then guided them on a tour of the United Wisdom Certification office environment and introduced the development overview of United Wisdom Group, the five-in-one resource model of "City-Industry-Finance-Research-Society," and the "1+2+10" business platform. Secretary-General Guo praised United Wisdom for its clear and rich sector divisions and rapid development.

At the meeting, Secretary-General Guo stated that this visit was to better promote the "Three-Same Project," led by the government, operated by the market, and cooperating with professional institutions. Using certification as a technical means, a "Three-Same" certification system is established, with institutions leading the formulation and implementation of rules and technical specifications, and the Three-Same Alliance platform recognizing certification results. Domestic consumption upgrades have driven the upgrade of the "Three-Same," whose core is "Same Standard," ensuring that domestic market goods are the same as those in European and American markets. Dr. Wu provided a technical interpretation of the "Three-Same," which was very beneficial and deepened everyone's understanding of the Three-Same.

In June 2021, United Wisdom Certification Company was awarded the position of Vice Chairman Unit of the "Same Line, Same Standard, Same Quality" (abbreviated as "Three-Same") Promotion Alliance, opening a new chapter under the new situation of the "Three-Same" project. By implementing front-end quality certification in the consumer goods field, it guides enterprises to "increase varieties, improve quality, and create brands," better helping export enterprises utilize both international and domestic resources, better meeting the needs of consumption upgrades, and making unremitting efforts for the comprehensive implementation of the national "Three-Same" project and promoting high-quality economic development, ultimately achieving a win-win for national interests, social interests, and enterprise interests.


After becoming the Vice Chairman Unit of the Alliance, United Wisdom Certification Company united member units and enterprises to jointly negotiate and formulate industry standards and joint action mechanisms. It played a positive role in promoting enterprises to improve quality management levels and expand brand influence. Together, they strive to make the alliance a collaborative and progressive organization, a learning and exchange platform, and a bridge for government-enterprise interaction, promoting the positive development of urban economic and social affairs. In the future, it will continue to consolidate the foundation of quality work, actively leverage the roles of standards, metrology, inspection and testing, and certification and accreditation, assist enterprises in improving quality and efficiency, and better serve the high-quality development of cities.

Recently, five departments—the Ministry of Industry and Information Technology, the National Development and Reform Commission, the Ministry of Ecology and Environment, the State-owned Assets Supervision and Administration Commission of the State Council, and the National Energy Administration—jointly issued the "Guiding Opinions on Promoting the Construction of Zero-Carbon Factories" (MIIT Joint [2026] No. 13, hereinafter referred to as the "Guiding Opinions"). These opinions aim to tap deeply into the potential for energy conservation and carbon reduction in the industrial and information technology sectors, drive carbon reduction and efficiency improvements in key industries, promote a green and low-carbon transformation, and foster the development of new-quality productive forces.
This standardization effort will provide an in-depth interpretation of the new version of the rules and systematically analyze the significant changes and implementation requirements of the new rules in areas such as audit procedures, responsibilities of top management, evidence management, and risk control.
