The "Greenhouse Gas Verifier Training Course" was successfully held at the headquarters of Beijing United Intelligence Group


With the announcement of the launch of the national unified carbon market, the preparation work for carbon emission-related data continues to deepen. Based on the collection of emission data from key emission industries from 2013 to 2017, to further improve the quota allocation method, strengthen the data foundation, and ensure data quality, the General Office of the Ministry of Ecology and Environment issued the "Notice on the Preparation of the 2018 Carbon Emission Report and Verification and the Formulation of the Emission Monitoring Plan," requiring enterprises or other economic organizations in industries such as petrochemical, chemical, building materials, steel, non-ferrous metals, paper, power, and aviation, with greenhouse gas emissions of 26,000 tons of CO2 equivalent (comprehensive energy consumption of about 10,000 tons of standard coal) or more in any year from 2013 to 2021, to calculate and report their 2018 greenhouse gas emission data, submit emission monitoring plans, and carry out third-party verification. Under the country's high-intensity control, United Intelligence has trained a group of professionals familiar with accounting methods and reporting systems for emission control enterprises, and also trained a group of professional verifiers familiar with verification methods and processes, solving the national shortage of talent in this field.

 

The China Certification and Accreditation Association (CCAA) has revised the "Greenhouse Gas Verifier Registration Program." This revision incorporates greenhouse gas verifiers into the "CCAA Certified Personnel Registration and Management System" and supplements and improves requirements regarding personnel, organizations, and processes, forming the "Greenhouse Gas Verifier Registration Guidelines," which have been issued and implemented. After review and authorization by the China Certification and Accreditation Association (CCAA), the Beijing United Intelligence Group Career Development Center is qualified to implement professional training for the "Greenhouse Gas Verifier" occupational position.

 

Given that China's greenhouse gas emission control and management policy goals are becoming increasingly clear, mainly controlling greenhouse gas emissions through market mechanisms, promoting green and low-carbon development, and enhancing the level of ecological civilization construction in China, the Beijing United Intelligence Group Career Development Center organizes "Greenhouse Gas Verifier" training to support the achievement of China's carbon peak and carbon neutrality goals.

 

According to the new version of the "Greenhouse Gas Verifier Registration Guidelines" issued and implemented by the China Certification and Accreditation Association, the guidelines fully incorporate the verifier registration process into the registration system management and adjust and improve aspects such as general knowledge and skills of verifiers, legal and regulatory requirements, scope of professional work experience, training requirements, recommending organizations, and continuing education requirements.

 

Currently, only a few institutions nationwide have passed the review and obtained authorization from the China Certification and Accreditation Association (CCAA) to conduct "Greenhouse Gas Verifier" training. The Beijing United Intelligence Group Career Development Center is one of the earliest units to pass the review and authorization and to carry out qualification training for "Greenhouse Gas Verifiers."

 

 

From December 11 to December 12, 2021, to support China's carbon peak and carbon neutrality goals and standardize the registration work of greenhouse gas verifiers, the Beijing United Intelligence Group Career Development Center conducted pre-job training for qualified greenhouse gas verifiers in line with new situations and requirements. The "Greenhouse Gas Verifier" training course held by the center's headquarters was successfully conducted at the Beijing United Intelligence Group headquarters. More than 30 trainees from units in Dalian, Shijiazhuang, Tianjin, Jiangsu, Shandong, and other regions participated. After the training, a basic knowledge exam for greenhouse gas verifiers was conducted, and certificates will be issued to those who pass. Verifiers will work with certification in greenhouse gas verification tasks.

 

 

Through the excellent lectures by Mr. Yang, an expert registered in the China Certification and Accreditation Association (CCAA) expert database, a national registered audit expert, and an authoritative review expert under the Beijing United Intelligence Group Career Development Center, the training covered topics including background knowledge such as global warming, introduction to ISO14064 standards, identification and quantification of greenhouse gases, composition of greenhouse gas inventories, information management procedures and preparation of greenhouse gas reports, greenhouse gas verification, and the development of greenhouse gas management. This helps enterprises enhance their carbon emission reduction management system capabilities and qualify them to serve as internal/external verification team leaders, thereby providing analysis and suggestions for enterprises' low-carbon strategic planning.

 

Through the excellent lectures by Mr. Yang from the group, covering topics including background knowledge such as global warming, introduction to ISO14064 standards, identification and quantification of greenhouse gases, composition of greenhouse gas inventories, information management procedures and preparation of greenhouse gas reports, greenhouse gas verification, and the development of greenhouse gas management. This helped trainees improve their ability to plan and continuously improve enterprise carbon emission reduction management systems and qualify them to serve as internal/external verification team leaders, thereby providing analysis and suggestions for enterprises' low-carbon strategic planning.

Recently, five departments—the Ministry of Industry and Information Technology, the National Development and Reform Commission, the Ministry of Ecology and Environment, the State-owned Assets Supervision and Administration Commission of the State Council, and the National Energy Administration—jointly issued the "Guiding Opinions on Promoting the Construction of Zero-Carbon Factories" (MIIT Joint [2026] No. 13, hereinafter referred to as the "Guiding Opinions"). These opinions aim to tap deeply into the potential for energy conservation and carbon reduction in the industrial and information technology sectors, drive carbon reduction and efficiency improvements in key industries, promote a green and low-carbon transformation, and foster the development of new-quality productive forces.
