Senior executives of United Intelligence and the party and government leaders of Huangshan City held a summit discussion on urban development

In the early spring of the Year of the Tiger, the beautiful spring snow adorned the peaks of Huangshan with a silver-white coat, exquisitely enhanced by the sunshine and blue sky. On the morning of February 24, 2022, Dr. Chen Yong, President of the Beijing Enterprise Investment Association (Beijing Investment Association) and Chairman of Beijing United Intelligence Group, along with experts from the United Intelligence Ecological Environment Professional Committee, were invited by the Huangshan Municipal Party Committee and Municipal Government to jointly discuss the top-level positioning, promotion model, and implementation path for the high-quality urban development and ecological civilization construction of Huangshan in the new era. The working meeting was held in the conference hall of the Huangshan Municipal Party Committee and Government building, presided over by Ling Yun, Secretary of the Huangshan Municipal Party Committee. Yang Long, member of the Standing Committee and Secretary-General of the Municipal Party Committee, Vice Mayor Dai Wei, Director of the Municipal Development and Reform Commission Ding Shili, Director of the Municipal Economic and Information Bureau Feng Xuexiang, Deputy Director of the Municipal Ecological Environment Bureau Lu Haining, and Deputy Director of the Municipal Investment Promotion Bureau Huang Jie attended. The atmosphere was intense, the results significant, and the meeting concluded successfully.

The discussion and exchange began with four ecological and environmental protection and green dual-carbon experts from United Intelligence diagnosing Huangshan. As experts from the national Ministry of Ecology and Environment, Professors Peng, Ren, Dong, and Jiang respectively spoke, providing in-depth and insightful explanations of the concepts and connotations of national green ecological strategies such as creating model cities, implementing ecological circulation models, green low-carbon development, industrialization and urbanization paths, ecological compensation mechanisms, and ecological restoration EOD models. They also interpreted relevant national policies and systems, implementation requirements, and coordination strategies, proposing feasible corresponding implementation path suggestions for Huangshan. The joint statements by these experts, who have long participated in the formulation and guidance of national strategies, policies, and systems, presented a clear picture of Huangshan's future ecological civilization development and related industrial growth potential, earning high praise from Secretary Ling Yun and other leaders.

Subsequently, based on the experts' speeches, Dr. Chen Yong briefly introduced the Beijing Investment Association and United Intelligence, offering certain insights on Huangshan's urban development, industrial development, and dual recruitment and introduction efforts. The Beijing Investment Association is a Beijing municipal social organization platform that has long studied industrial investment and enterprise upgrading, building bridges between government and enterprises to promote coordinated development of industry and city integration. United Intelligence, as a group carrying out the "New Productivity Development Comprehensive Professional Platform," features a business model driven by "meso-level development," which inputs the systemic connotations of domestic and international macro development while emphasizing the effectiveness of micro project implementation. With a strong sense of responsibility, it closely serves party and government decision-making, urban development, and industrial development. The Beijing Investment Association, United Intelligence, and other related units have jointly held two high-level international financial forums in Huangshan. Over the past five to six years, they have comprehensively and deeply focused on exploring the mechanisms and prospects of Huangshan's urban, industrial, and ecological development. They believe that as a growth pole that can develop in Anhui Province, the Yangtze River Delta, all of China, and even globally, Huangshan has unique resource endowments and growth space under the new era and high-quality development concepts, making it a desirable place for a beautiful life and a promising livable and workable paradise. Chairman Chen Yong deeply expressed suggestions for efficient, high-quality, and sustainable development of Huangshan's city, industry, and parks. He proposed the "Invest, Settle, Upgrade, Sell" model and solemnly expressed United Intelligence and the Beijing Investment Association's willingness to leverage their advantages to provide comprehensive services in industrial investment, green ecology, R&D base implementation, industrial transformation and upgrading, information technology, and coordinated development of Huangshan with Beijing-Tianjin-Hebei. They aim to support Huangshan's high-quality development, ecological civilization construction, and "dual recruitment and introduction" campaigns with cutting-edge, systematic, effective, and sustainable efforts. Man Wen, Deputy General Manager of United Intelligence Co., Ltd. and Deputy Secretary-General of the Beijing Investment Association, also passionately expressed his commitment to leading a strong team to fully meet Huangshan's development needs with careful planning, high integration, and dedicated service.

After carefully listening to the above professional statements and diagnostic speeches, Secretary Ling Yun first warmly welcomed and sincerely thanked the experts for their insightful views and advanced interpretations, offering advice for Huangshan's development. Then, Secretary Ling gave a highly concise, systematic, and comprehensive presentation on Huangshan's current situation and future. She enumerated with pride that open Huangshan is following the decisions and deployments of the provincial party committee and government, building a city positioning of "one destination, five cities" at a high standard, namely an "ecological, international leisure and vacation tourism destination city," a "city of mountains, waters, and culture," a "city of creativity and innovation," an "open hub city," a "youthful and vibrant city," and a "beautiful and happy city." Huangshan aims to be a "three-good student," striving to be a "specialist" in the cultural tourism industry, a "progressive student" in high-quality development, and an "excellent student" in green ecology and cultural development. Her keen and wise expression inspired everyone, after which she proposed seven topics for future gradual implementation: applying for model environmental protection city status, exploring ecological and environmental value transformation models, improving ecological compensation mechanisms, hosting international forums, creating zero-carbon scenic spots, planning a batch of EOD projects, and dual recruitment and introduction. She invited experts to assist Huangshan with advice and planning not limited to these areas and to deliver keynote speeches at future Huangshan forum events. She concluded by expressing hope to strengthen communication and connection with United Intelligence and the Beijing Investment Association, deepen cooperation in strategic research, green dual-carbon, ecological environment, dual recruitment and introduction, international forums, and find more points of convergence, linking high-quality resources from all sides to achieve mutual benefit, win-win results, and common development. Finally, Secretary Ling sincerely expressed that Huangshan is very beautiful and hoped everyone would visit and stay longer. Other Huangshan leaders attending the meeting also enthusiastically interacted and deeply exchanged ideas with the visiting Beijing members, leaving them wanting more.

This meeting to plan an international beautiful city for Huangshan received high attention and focus from all sectors and the media. On the second day of the meeting, many media outlets, led by the front-page central position of the "Huangshan Daily," promptly reported on the content of this exchange and discussion meeting.
