Training on General Rules for Greenhouse Gas Emission Accounting and Reporting for Industrial Enterprises Successfully Completed

To help auditors grasp the requirements of the GB/T 32150-2015 standard, the basic theories and knowledge of carbon auditing, understand carbon financial products, greenhouse gas (GHG) emissions knowledge, emission factors and reduction measures, main energy-consuming equipment and energy-saving requirements, as well as energy-saving and emission reduction measures for main energy-consuming equipment, in order to enhance auditors' knowledge structure and improve audit effectiveness. United Zhiyie Certification Company conducted training on GB/T 32150-2015 General Rules for Accounting and Reporting of Greenhouse Gas Emissions from Industrial Enterprises on April 16, 2022. The training was held online via Tencent Meeting, with over a hundred key personnel participating, including management system auditors, product certification inspectors, service certification reviewers, high-quality business center staff, headquarters business department one and two, quality management department, certification assessment personnel, contract review personnel, audit program management personnel, competency evaluation personnel, and marketing personnel.

The trainer for this session was Mr. Yang Junfeng, who has many years of experience in greenhouse gas emission management, standards research, training, and auditing. He provided an in-depth explanation of GB/T 32150-2015 General Rules for Accounting and Reporting of Greenhouse Gas Emissions from Industrial Enterprises, combined with relevant domestic and international climate change policies and the current status of China's carbon trading market construction. He also introduced the 2022 version of the technical documents related to greenhouse gas verification and validation body accreditation issued by the China National Accreditation Service for Conformity Assessment (CNAS), and the "Greenhouse Gas Verification and Validation Implementation Rules" formulated by United Zhiyie Certification Company based on these documents. Afterwards, Mr. Yang organized group discussions and practical exercises for the participants. The training method was innovative, with high enthusiasm among participants and significant learning outcomes.

Through this training, the trainees gained a deeper and more systematic understanding of "carbon knowledge," further enhancing their comprehensive abilities in greenhouse gas emission accounting and auditing. Interaction and communication with industry experts on-site played an important positive role in improving policy understanding, strengthening goal awareness, and mastering work processes and requirements. The "Measures" will take effect from April 1, 2026.
Recently, five departments—the Ministry of Industry and Information Technology, the National Development and Reform Commission, the Ministry of Ecology and Environment, the State-owned Assets Supervision and Administration Commission of the State Council, and the National Energy Administration—jointly issued the "Guiding Opinions on Promoting the Construction of Zero-Carbon Factories" (MIIT Joint [2026] No. 13, hereinafter referred to as the "Guiding Opinions"). These opinions aim to tap deeply into the potential for energy conservation and carbon reduction in the industrial and information technology sectors, drive carbon reduction and efficiency improvements in key industries, promote a green and low-carbon transformation, and foster the development of new-quality productive forces.
This standardization effort will provide an in-depth interpretation of the new version of the rules and systematically analyze the significant changes and implementation requirements of the new rules in areas such as audit procedures, responsibilities of top management, evidence management, and risk control.
