Recognition adds a new platform to promote the "Dual Carbon" standardization work


 

In response to the call of the Party Central Committee and the State Council, and to scientifically and effectively advance the "dual carbon" standardization work, on May 11, 2022, the Carbon Emission Standardization Technical Committee of the China Certification and Accreditation Association was officially established. Chen Yunhua, Deputy Director of the China National Accreditation Service for Conformity Assessment, serves as the Chairman of the Carbon Emission Standardization Technical Committee. The Accreditation Center, as the secretariat undertaking unit, is mainly responsible for formulating corresponding work procedures and rules, coordinating the initiation, drafting, review, and re-examination of group standards in the carbon emission professional field under its jurisdiction, and providing support to accelerate the aggregation of industry resources and improve the level of "dual carbon" standardization work.

 

Chen Yunhua pointed out that the "dual carbon" field is a strategic development area that the Accreditation Center has been deeply cultivating for many years. Undertaking the secretariat duties of the Carbon Emission Standardization Technical Committee is not only an important measure for the Accreditation Center to implement the "National Standardization Development Outline" to "establish and improve carbon peak and carbon neutrality standards" and "vigorously develop group standards," but also an important milestone in the progress of the Accreditation Center's standardization work. It has positive significance for promoting the improvement of the green and low-carbon technology and product testing, evaluation, and certification system, and enhancing China's energy conservation, emission reduction, and green low-carbon management.

 

Next, the Accreditation Center will focus on new technologies, new industries, new business formats, and new models, coordinate work with government competent departments and industry associations, and coordinate experts from relevant certification bodies, inspection bodies, research institutions, scientific research institutes, and related enterprises to participate together. Relying on the work platform of the secretariat of the Carbon Emission Standardization Technical Committee, in accordance with the relevant provisions of the group standard management measures and combined with the actual work of group standards in the professional field under its jurisdiction, it will initiate and carry out related work to make new contributions to promoting the high-quality development of "dual carbon" standardization work and serving the realization of the "dual carbon" goals.

The "Measures" will take effect from April 1, 2026.


Five departments jointly issued the "Guiding Opinions on Carrying Out the Construction of Zero-Carbon Factories."

Recently, five departments—the Ministry of Industry and Information Technology, the National Development and Reform Commission, the Ministry of Ecology and Environment, the State-owned Assets Supervision and Administration Commission of the State Council, and the National Energy Administration—jointly issued the "Guiding Opinions on Promoting the Construction of Zero-Carbon Factories" (MIIT Joint [2026] No. 13, hereinafter referred to as the "Guiding Opinions"). These opinions aim to tap deeply into the potential for energy conservation and carbon reduction in the industrial and information technology sectors, drive carbon reduction and efficiency improvements in key industries, promote a green and low-carbon transformation, and foster the development of new-quality productive forces.
