Contributing to global epidemic prevention and livelihood protection with smart standards, two ISO international standards have been officially released and implemented


On May 10, 2022, the International Organization for Standardization (ISO) officially released and implemented two international standards: IWA 36:2022 "Guidelines for Contactless Delivery Services" and IWA 40:2022 "Guidelines for Virtual Kitchen Services." Both standards were primarily proposed by the Commercial Industry Committee of the China Council for the Promotion of International Trade (CCPIT) and jointly developed with global experts. This marks China's first breakthrough in leading international standards in the fields of delivery and catering services, contributing the "China Solution" and "Standard Power" to global epidemic prevention, livelihood protection, and employment promotion. It is also an important achievement of CCPIT's substantive participation in global economic governance.

 

 

Yao Xin, the project leader of the IWA 36:2022 and IWA 40:2022 international standards and Secretary-General of the Commercial Industry Committee of CCPIT, introduced that the outbreak and spread of COVID-19 have had a long-term impact on people's lifestyles and behaviors, objectively accelerating the world's informatization, digitalization, and modernization processes, and promoting the speed of technological upgrading, industrial transformation, and service innovation. At the early stage of the pandemic in 2020, to respond to COVID-19 and ensure the basic livelihood of the people, and to quickly meet market and innovation demands, the Commercial Industry Committee of CCPIT, based on consolidating domestic industry practices, quickly developed and issued relevant group standards in cooperation with domestic institutions and experts. The international standard proposals for IWA 36:2022 "Guidelines for Contactless Delivery Services" and IWA 40:2022 "Guidelines for Virtual Kitchen Services" originated respectively from the group standards T/CCPITCSC 042-2020 "Contactless Delivery Service Specification" and T/CCPITCSC 045-2020 "Shared Kitchen Service Specification" issued and implemented by CCPIT's Commercial Industry Committee in 2020. The timely release of these two international standards is a successful example of CCPIT's Commercial Industry Committee practicing the dual-driven development of "group standardization + international standardization."

 

 

The international standard for virtual kitchens provides principles, processes, service provision aspects, information security, and protection content required to meet the safety and quality needs of virtual kitchen services. It also offers guidance and recommendations for the evaluation and continuous improvement of virtual kitchen services. The proposal and development of this standard have received high attention and recognition from ISO. ISO has marked this standard as a medium-impact project; among nearly 30,000 international standards by ISO, only a few are marked as medium or high impact. ISO has also promoted this project on its official website as a standard to combat COVID-19 and promote the development of small and micro enterprises in the catering industry.

 

Secretary-General Yao Xin further pointed out that the release of these two standards has played a positive role in promoting global epidemic prevention and control, livelihood protection, and employment promotion, gaining high international recognition. China will continue to share its best "China Practices," "China Experiences," and "China Wisdom" in epidemic prevention, livelihood protection, and employment promotion globally through standardization. For example, the ISO/IWA 41 "Guidelines for Live Marketing Services" international standard, led by China, was officially approved by ISO on September 30, 2021. It is the first international standard worldwide in the field of live marketing (live e-commerce/live streaming sales). This standard was also developed based on the group standards issued by CCPIT's Commercial Industry Committee combined with good practices from various countries, representing the transformation and development of digital marketing methods under the impact of the pandemic.

 

Next, under the leadership of CCPIT and the National Standardization Administration, the Commercial Industry Committee of CCPIT will further coordinate all parties, extensively carry out international communication and cooperation, continue to promote the formulation of international standards and new project approvals related to epidemic prevention, livelihood protection, and employment promotion led by China, and provide high-quality standard support for steady development in the global post-pandemic era.

In the future, the tiered system for high-quality SMEs will encompass technology- and innovation-driven SMEs, specialized, refined, distinctive, and innovative SMEs, and "Little Giant" enterprises that are specialized, refined, distinctive, and innovative. The "Measures" will take effect from April 1, 2026.


Five departments jointly issued the "Guiding Opinions on Carrying Out the Construction of Zero-Carbon Factories."

Recently, five departments—the Ministry of Industry and Information Technology, the National Development and Reform Commission, the Ministry of Ecology and Environment, the State-owned Assets Supervision and Administration Commission of the State Council, and the National Energy Administration—jointly issued the "Guiding Opinions on Promoting the Construction of Zero-Carbon Factories" (MIIT Joint [2026] No. 13, hereinafter referred to as the "Guiding Opinions"). These opinions aim to tap deeply into the potential for energy conservation and carbon reduction in the industrial and information technology sectors, drive carbon reduction and efficiency improvements in key industries, promote a green and low-carbon transformation, and foster the development of new-quality productive forces.
