To further improve the operation of the energy management system, strengthen enterprises' understanding of the construction of the energy management system, promote the continuous improvement of the management system of certified organizations, and enhance enterprise management efficiency. United Zhiyie Certification Company held a training titled "Application Skills of Energy Management System in Enterprises" on May 24, 2022. The training was conducted online via Tencent Meeting, with over 300 participants including enterprise leaders or management representatives, personnel engaged in energy management system-related work, those dedicated to internal system audits, personnel establishing or managing systems within organizations, and those involved in second-party audits.

This training specially invited Engineer Zhang Zhenfa, who has over 20 years of rich professional experience, to give a detailed lecture from three aspects: background, standard application, and calculation of related energy data. He explained the development background of the energy management system, the necessity of establishing an energy management system under the "dual carbon" economic model and the essence of energy management, understanding and application of standards, application of major laws and standards in system operation, calculation of related energy data, comprehensive energy consumption, energy consumption per unit output value, comprehensive energy consumption per unit product, comparable comprehensive energy consumption per unit product, energy saving calculation, and normalization processing of energy benchmarks.

Since the 18th National Congress of the Communist Party of China, energy system reform has been continuously deepened, setting clear goals for enterprises to fully implement national strategic intentions in the energy field, scientifically grasp work directions, and achieve high-quality development. In the future, the country will further promote energy supply and technological revolution, lead economic and social development towards green and low-carbon transformation, continuously improve the green and low-carbon energy supply system, and enhance new momentum for green and low-carbon development. This will bring severe tests and challenges to enterprises' energy management and survival. The energy management system standard provides enterprises with a systematic energy management method, helping them improve energy management levels and enhance their ability to cope with future risks and challenges.
To help enterprises deeply understand and master the requirements and connotations of the energy management system standard, effectively implement the energy management system, continuously improve energy management performance, and accelerate the achievement of goals in line with the national energy development strategy, United Zhiyie Certification Company takes this opportunity to accelerate the establishment of a professional capability training and evaluation mechanism for energy management personnel suitable for China's national conditions. In the future, it hopes to work with clients to become pioneers in China's energy management and make positive contributions to the realization of the national carbon peak and carbon neutrality goals.

Based on the strategic plan proposed by the headquarters, United Zhiye takes the upgrade of its product system as a key driver to build a three-tiered business structure—comprising “zero-carbon factory solutions + carbon-related products + integrated comprehensive services”—and thereby develop end-to-end service capabilities. The original enterprise’s integrated approach to low-carbon development has been upgraded to an integrated approach to zero-carbon development, which we regard as a milestone event. While the zero-carbon factory business focuses on deepening engagement in the manufacturing sector, the integrated approach to zero-carbon enterprise development transcends industry boundaries, extending its reach to the service sector and thus covering a broader scope of services.
Recently, the Ministry of Industry and Information Technology issued the latest revised "Administrative Measures for the Tiered Cultivation of High-Quality Small and Medium-Sized Enterprises" (hereinafter referred to as the "Measures"), which have expanded the scope of cultivation by including technology-based SMEs in the tiered cultivation system for the first time. In the future, the tiered system for high-quality SMEs will encompass technology- and innovation-driven SMEs, specialized, refined, distinctive, and innovative SMEs, and "Little Giant" enterprises that are specialized, refined, distinctive, and innovative. The "Measures" will take effect from April 1, 2026.
Recently, five departments—the Ministry of Industry and Information Technology, the National Development and Reform Commission, the Ministry of Ecology and Environment, the State-owned Assets Supervision and Administration Commission of the State Council, and the National Energy Administration—jointly issued the "Guiding Opinions on Promoting the Construction of Zero-Carbon Factories" (MIIT Joint [2026] No. 13, hereinafter referred to as the "Guiding Opinions"). These opinions aim to tap deeply into the potential for energy conservation and carbon reduction in the industrial and information technology sectors, drive carbon reduction and efficiency improvements in key industries, promote a green and low-carbon transformation, and foster the development of new-quality productive forces.
This standardization effort will provide an in-depth interpretation of the new version of the rules and systematically analyze the significant changes and implementation requirements of the new rules in areas such as audit procedures, responsibilities of top management, evidence management, and risk control.
